Nashville, November, Current context - the time of change and uncertainty  Hence: human capital becomes a nation’s major asset and driving force  Thus: new challenges in relation to the role of VET  The implications for VET: workers need to be prepared for employability and not only for a specific job  Thus a) training becomes a lifelong activity. Recurrent learning needs to be facilitated; b) the demand for training increases and diversifies, both for initial entry into employment and for retraining the current workforce

Nashville, November, AIM of TVET  To provide the labor market with the workers who have relevant skills and competences  To address the needs of learners and ensure that they get dignified jobs, decent salaries and opportunities for self- fulfillment  To promote growth and strengthen the well-being of each and every nation

Nashville, November, Can TVET do it on its own?  No chance  TVET has to partner with: the government that is in charge of the nation’s well-being and with the world of work as the players there are critical for setting the context and content for VET and accommodate VET graduates

Nashville, November, How are demands identified and how do we know that they are met? We need consensus on the demands based on objective data that can be achieved only through partnerships

Nashville, November, Public-Private partnerships/or social partnerships  critical to the development high quality vocational education and training allow for regular communication between employers and VET providers  the glue that links education and employers

Nashville, November, Strategic partnerships  Strategic partnership between the state and enterprises as essential to develop and implement VET systems that meet the ever changing and increasingly sophisticated needs of the labour market

Nashville, November, Strategic partnerships  Alliances between the State and enterprises are most likely to produce the innovative solutions needed to meet the requirements of a sound VET system: relevance (to market demand); effectiveness (producing the skilled manpower in the quality and numbers required); efficiency (making the best use of the available resources); equity (access for all citizens); and sustainability (sustain and improve the systems’ performance and integrate it into the national development plans)
