BoEE Update September 2015 D.T. Magee Executive Director

Starting the Year with a Substitute Teacher School districts may only start the year with a substitute teacher under the following conditions: A substitute may fill in for a regularly licensed and contracted teacher who is on extended leave but will be returning. With BoEE approval, a substitute may fill an unusual last-minute resignation or last-minute new section until the position can be filled. A diligent search will need to be conducted immediately. Class B Licenses and Executive Director Decision Licenses (Conditional Licensure) Administrators should report assignments accurately to the Department of Education through the annual BEDS reporting system. Sometimes an error message will occur, which is a signal that the educator may not be properly licensed for the assignment. This is a great opportunity to call the BoEE to talk about conditional licensure—we are here to help!

Class B Licenses and Executive Director Decision Licenses (Cont.) Class B: If the teacher has half of the credits needed for an endorsement in a shortage area or two-thirds of the credits needed in a non-shortage area, they are eligible for a two-year Class B license. Executive Director Decisions: If a teacher does not have the credits necessary for a Class B license, they can apply for the Executive Director Decision license. Additionally, the administrator must show that the district performed due diligence in trying to hire a fully endorsed teacher for the position. It is highly unusual to issue an Executive Director Decision license in a non-shortage area.

Coaches All athletic coaches must be properly licensed in one of three ways Hold a current and valid coaching authorization Hold a current and valid Iowa teaching license with a coaching endorsement Hold a current and valid Class B license for athletic coaching Do volunteer coaches need to be licensed? YES!!

Mandatory Ethics Complaints The following items must be reported to the BoEE through a Code of Professional Conduct and Ethics complaint if the behavior resulted in a written discipline event (i.e. an employee discipline letter, job separation agreement, letter of termination, resignation, etc.) Soliciting, encouraging, or consummating a romantic or otherwise inappropriate relationship with a student. Falsifying student grades, test scores, or other official information or material. Converting public property or funds to the personal use of the school employee. Disqualifying criminal convictions.

Dean of Students All dean of students positions now require a professional administrator license All dean of students positions must be reported on the fall BEDS report

Activities Directors Activities Directors must hold one of the following: A current and valid teaching license A current and valid professional administrator license A current and valid athletic administrator authorization An AD is not required to be a licensed evaluator

Model Code of Ethics for Educators The Model Code of Ethics for Educators (MCEE) was officially launched on June 25, 2015 by the National Association of State Directors of Teacher Education and Certification (NASDTEC). The BoEE and NASDTEC encourage all education professionals to review the MCEE Summary of MCEE - Official MCEE documents - (the MCEE documents may be used and modified to fit local needs)
