Tennessee WIC Vendor Training 2015 - 2016 Welcome to Tennessee WIC Vendor Training for 2015 - 2016. This is required training to become and remain authorized as a Tennessee WIC Vendor.

Special Supplemental Nutrition Program for Women, Infants and Children (WIC) The Special Supplemental Nutrition Program for Women, Infants and Children is the official name of the WIC Program. WIC’s mission is to continue safeguarding the health of low-income women, infants, and children up to age 5 who are at nutrition risk by providing nutritious foods to supplement diets, information on healthy eating, and referrals to health care. WIC Food Packages WIC provides an assortment of wholesome and nutritionally sound food products to our participants.

History of the WIC Food Packages 1974 WIC Becomes a Permanent Program 1992 Foods for Breastfeeding Women Expanded 2009 Interim Rule Revised the Food Packages 2014 Final Rule Added More 2015 Several More Additions This is a timeline showing key events in WIC history and changes to foods WIC provides. We are proud that Tennessee has had involvement with WIC throughout it’s 41 year history: 1974 WIC Becomes a Permanent Program Tennessee is one of the first states to have a WIC Program WIC food packages include standard infant formula, therapeutic infant formula and WIC medical foods, milk, eggs, cheese, juice, cereal, peanut butter, and dried beans or peas. 1992 Foods for Breastfeeding Women Expanded Tuna and carrots added for fully breastfeeding women. 2009 Interim Rule Revised the Food Packages Fruits and vegetables, whole grains, soy-based beverage and tofu added to the food categories. 2014 Final Rule Added More Whole wheat macaroni (pasta) added to the options States can provide. 2015 Several More Additions Added as of July 1 White potatoes and yogurt

WIC Provides Healthy Foods WIC food packages align with the Dietary Guidelines for Americans and the infant feeding practice guidelines of the American Academy of Pediatrics. As of July1, 2015 the Tennessee WIC Program Provides: Whole-wheat Bread and other Whole Grains Milk Eggs Cheese Yogurt Breakfast Cereal Peanut Butter Fruits and Vegetables Dried and canned beans/peas Canned Fish Baby Food Infant Cereal Juice Infant Formula Soy-based beverage Tofu WIC Provides Healthy Foods WIC food packages align with the Dietary Guidelines for Americans and the infant feeding practice guidelines of the American Academy of Pediatrics. As of July 1, 2015 the Tennessee WIC Program is providing the categories listed. However, since each participant receives specific foods, it is essential that cashiers carefully read the Food Instruments and Cash Value Vouchers during WIC transactions. (Give audience a few moments to look over the list.)

WIC Program Food Lists Each state’s WIC Program has the flexibility to select foods within what is allowed by Federal regulations. Breastfeeding is a Priority in WIC Fully breastfeeding infants over 6 months receive larger quantities of baby food fruits and vegetables, they also receive baby food meat. Fully breastfeeding mothers receive the most variety and the largest quantity of food. We feel it is important for everyone involved with WIC to know Breastfeeding is a Priority. As vendors, you should know that: Fully breastfeeding mothers receive the most variety and the largest quantity of food. Fully breastfeeding infants over 6 months receive larger quantities of baby food fruits and vegetables, they also receive baby food meat.

A Review of the 2015 – 2016 WIC Food List Remember the importance of always reading the Food Instruments (FIs) and Cash Value Vouchers (CVVs) during the WIC transaction. We are now beginning a review of the 2015 – 2016 WIC Food List. With the introduction of white potatoes and yogurt on July 1, this new list replaced the one scheduled to end September 30, 2015. This new list will be effective through September 30, 2016. Although referring to the “Cashier Card for 2015-2016” will be mentioned throughout this portion of the presentation, in addition cashiers must remember the importance of always reading the Food Instruments (FIs) and Cash Value Vouchers (CVVs) during the WIC transaction. This is the only way to insure participants are receiving the proper food the WIC Program is providing them.

Regular Cow’s Milk Allowed in gallons only, no organic For children 12 through 23 months of age: Only whole milk unless reduced fat (2%) is specified on the FI For women and children two years old and up: Only Low-fat (1 %) Sweet Acidophilus (1%) Non-fat (skim) Unless reduced fat (2%) is specified on the FI Regular Cow’s Milk is allowed in gallons only, no organic. For children 12 through 23 months of age: Only whole milk unless reduced fat (2%) is specified on the FI For women and children two years old and up: Only Low-fat (1 %) Sweet Acidophilus (1%) Non-fat (skim) (currently referred to as fat-free) Unless reduced fat (2%) is specified on the FI Chocolate milk is not allowed. Neither are non-dairy beverages except when soy beverage is on the FI.

Other Forms of Milk Allowed When on the FI Read the FI for allowed fat content and size for: Lactose reduced or lactose free Ultra-High Temperature (UHT) Goat’s milk Evaporated milk Buttermilk Non-fat dry powdered (allowed size is on the FI) No organic of any of these There are other forms of milk allowed when on the FI. It is important to read the FI for allowed fat content and size for when participants are receiving any of the following: Lactose reduced or lactose free Ultra-High Temperature (UHT) – given when participants do not have refrigeration available Goat’s milk Evaporated milk Buttermilk Non-fat dry powdered (allowed size is on the FI). No organic of any of these.

Cheese Store or private label brands only unless not carried Can Be: 8 or 16 oz Mozzarella, Cheddar, Colby, Monterey Jack and Process American or blends of these Slices, blocks, string or sticks Low, free, reduced, less or light in sodium, fat or cholesterol Cabot brand in blocks when on FI No organic Cheese Store or private label brands are the only cheese allowed unless none are ever carried. The cheese provided can be: 8 or 16 oz Mozzarella, Cheddar, Colby, Monterey Jack and Process American or blends of these Slices, blocks, string or sticks, no shredded or cubed.; Sliced cheese can be single or individually wrapped. Low, free, reduced, less or light in sodium, fat or cholesterol Cabot brand in blocks are allowed when specified on the FI. No organic. No cheese can come from the deli or cheese shop unless not sold elsewhere in the store. This includes Cabot cheese. Remember, it cannot say “imitation” before the word cheese, or food, spread or product after the word cheese. That is why Velveeta is not allowed, it is a cheese spread. Cheese provided cannot be imported, flavored, smoked or have added ingredients or seasonings.

Soy Beverage Allowed products are (including organic): Pacific Natural – Ultra Soy Original and Vanilla, non-refrigerated quarts 8th Continent – Soymilk Original and Vanilla, refrigerated quarts and half-gallons Silk – Original, refrigerated quarts and half-gallons Participants are to receive the largest size available once they decide whether they wish to purchase shelf stable or refrigerated. Soy Beverage The currently allowed products, including organic, are: Pacific Natural – Allowed in Ultra Soy Original and Vanilla, non-refrigerated quarts. 8th Continent – Allowed in Soymilk Original and Vanilla, refrigerated quarts and half-gallons. Silk – Allowed in Original, refrigerated quarts and half-gallons. Participants are to receive the largest size available once they decide whether they wish to purchase shelf stable or refrigerated.

Tofu (includes organic): Allowed products in 16 oz Azumaya Firm Nasoya Silken Tofu Organic products are allowed, but Nasoya Silken in 16 oz is the only silken tofu allowed. The only other allowed tofu is Azumaya Firm in 16 oz. It is not organic.

Yogurt Allowed in 32 oz tubs FIs specify allowed fat content Allowed products come from the following brands identified on the “Cashier Card for 2015 – 2016”: Yoplait Yoplait Greek 100 Dannon Dannon Oikos Store brand/private label Yogurt Yogurt is only allowed in 32 ounce tubs. The FI specifies which fat content the participant is allowed to have. Generally speaking, children 12 – 23 months of age can receive whole fat yogurt while women and children two years old and up can receive low-fat or non-fat products. The allowed products come from the following brands identified on the “Cashier Card for 2015 – 2016”: Yoplait Yoplait Greek 100 Dannon Dannon Oikos Store brand/private label

Eggs Any brand of Grade A Large White Eggs in a dozen carton. No brown or specialty eggs such as Eggland’s best or organic. Eggs Any brand of Grade A Large White Eggs in a dozen carton are the only eggs allowed. Not allowed are brown or specialty eggs such as Eggland’s best or organic. Also not allowed are dried eggs mix and hard boiled eggs.

Dried Beans and/or Peas 16 oz bag of plain dry beans, peas, or lentils in any brand Includes garbanzo beans (chick peas), black-eyed peas, crowder peas and purple hull peas No organic Dried Beans and/or Peas Allowed in 16 oz bags of plain dry beans, peas, or lentils in any brand. This includes garbanzo beans (chick peas), black-eyed peas, crowder peas and purple hull peas. Organic products are not allowed. Seasoning packets are also not allowed.

Canned Beans 15 – 16 oz cans of plain beans in any brand Includes garbanzo beans (chick peas), black-eyed peas, crowder peas and purple hull peas Can have: added sugar for processing reduced sodium Green peas, green beans, snap beans, yellow beans and wax beans are not allowed No organic Canned Beans Allowed in 15 – 16 oz cans of plain beans in any brand. This includes garbanzo beans (chick peas), black-eyed peas, crowder peas and purple hull peas. All allowed products can have: a small amount of added sugar for processing reduced sodium Green peas, green beans, snap beans, yellow beans and wax beans are not allowed. Also not allowed are organic and products with added meats, sauces, spices, fruits or vegetables. Soups are not allowed, but baked beans are when on the FI due to the participant having limited cooking facilities. Baked beans can have added sugar, but no meat such as beans and franks or added fats, oils or vegetables.

Peanut Butter 16 – 18 oz jar, glass or plastic, in any brand Can Be: Creamy (smooth) or chunky (crunchy) Refrigerated or non-refrigerated Regular or reduced sodium With added vitamins No organic Peanut Butter Allowed in 16 – 18 oz jar, glass or plastic, in any brand. It Can Be: Creamy (also known as smooth) or chunky (also known as crunchy) Refrigerated or non-refrigerated Regular or reduced sodium With added vitamins Restrictions for peanut butter include no organic, reduced fat, spreads, or added ingredients such as marshmallows, honey, jelly, or chocolate.

48 oz Shelf Juices for Women Any brand of Orange or Grapefruit labeled 100% juice and at least 120% vitamin C Allowed products come from the following brands identified on the “Cashier Card for 2015 – 2016”: Juicy Juice Lucky Leaf Northland Seneca 48 oz Shelf Juices for Women Participants can continue to receive any brand of Orange or Grapefruit labeled 100% juice and at least 120% vitamin C. The other allowed products come from the following brands identified on the “Cashier Card for 2015 – 2016”: Juicy Juice Lucky Leaf Northland Seneca

11.5/12 oz Frozen Juice for Women Any brand of Orange or Grapefruit labeled 100% juice and at least 120% vitamin C Allowed products come from the following brands identified on the “Cashier Card for 2015 – 2016”: Dole Old Orchard Seneca Welch’s 11.5/12 oz Frozen Juice for Women As with the 48 oz, it can be any brand of Orange or Grapefruit labeled 100% juice and at least 120% vitamin C. The other allowed products come from the following brands identified on the “Cashier Card for 2015 – 2016”: Dole Old Orchard Seneca Welch’s

64oz Shelf Juices for Children Any brand of Orange or Grapefruit labeled 100% juice and at least 120% vitamin C Allowed products come from the following brands identified on the “Cashier Card for 2015 – 2016”: Juicy Juice Langer Libby’s Lucky Leaf Mott’s Seneca White House 64oz Shelf Juices for Children As with the other juice sizes, it can be any brand of Orange or Grapefruit labeled 100% juice and at least 120% vitamin C. Cold Cereals More brands with allowed products: Quaker Sunbelt Bakeries Store brands/private label All Vendors must carry at least 1 whole grain cereal Cold Cereals Here are more brands with allowed products: Quaker Sunbelt Bakeries Store brands/private label – the federal requirement is to specifically list store brand/private label cereals. We have tried to make this list as complete as possible. The federal regulations require that all vendors must carry at least 1 whole grain cereal. However, it is important that vendors carry as many of the whole grain cereals as they are able. Our participants must receive as much opportunity as possible to purchase these products. Please note that each of the cereals displayed on this slide and the previous one are whole grain.

In addition, some women and children receive one of the WIC-eligible nutritionals. Ingredients such as milk, fruit or other non-cereal ingredients cannot be added. 3.5/4 oz jars of Stage 2 fruits and vegetables with a single ingredient, including twin-packs. There cannot be added sugar, starches or sodium. 2.5 oz jars of meats or poultry with a single major ingredient in added broth or gravy which makes a starch OK. However, they cannot have added sugar or sodium and cannot be called a dinner. None of these other infant food items can be organic or contain DHA/ARA.

Conclusion of the Food List Presentation Distribution of Cashier Cards (if applicable) Recent changes, except for white potatoes, have been transitioning from July 1, 2015 – September 30, 2015: Old and new Cashier Cards needed at all registers Items from both lists need to scan as WIC eligible All eligible participants could receive white potatoes as of July 1, 2015 Assuring that the WIC participant receives any item they are entitled to receive Conclusion of the Food List Presentation The “Cashier Card for 2015 - 2016” is distributed if applicable. As with all changes relating to the foods WIC participants receive, there is a 3 month transition in effect that began on July 1, 2015 and ends September 30, 2015. Therefore, the cashier cards for 2014 – 2015 and 2015 -2016 should be available at all registers during this time. Also, allowed items from both food lists are to be retained in WIC scanning through September 30, 2015. All eligible participants have been able to receive white potatoes since July 1, 2015. One final item of great importance. WIC participants must receive any item they are clearly entitled to based on the Cashier Card and the FIs and CVVs presented. The WIC Program does not have any direct control over WIC scanning systems. All vendors who utilize such a system must have procedures in place to assure that the participant receives that item. Commonly this would involve an over-ride by vendor determined appropriate staff. Over riding when necessary

Important Items from your Vendor Agreement WIC food display requirement Language regarding requests concerning formula purchases Language regarding how purchase and inventory records are to be presented Store hours requirements Important items from your Vendor Agreement. You were made aware of them through completion of the vendor application for 2014-2016. WIC food display requirement -- All WIC food cannot be displayed separately from the other staple foods. However, special end-cap and floor displays are allowed. Language regarding requests concerning formula purchases -- We are making it clear that vendors are expected to respond to requests to verify infant formula purchases. Language regarding how purchase and inventory records are to be presented -- All inventory related records are to be presented as originals on commercially printed invoice and/or receipt paper, readable and presented in a logical way. Store hours requirements -- All vendors are expected to be open for business at least six days per week, have their hours visibly posted and adhered to.

Changes to Your Vendor Agreement Effective October 1, 2015 Affects Tennessee WIC established sanctions: Deletes sanction for not reimbursing for being paid over the maximum amount New sanction for not submitting price reports on time New sanction for not having hours posted and/or not adhering to them An amendment to each vendor agreement must be in place by October 1, 2015 Will be handled prior to that date Changes to Your Vendor Agreement Effective October 1, 2015 These changes are from the group of vendor sanctions developed by the Tennessee WIC program in addition to federally mandated sanctions: The sanction for failing to pay requested reimbursements for over the maximum amount on a particular FI has been removed since that procedure has been replaced by the ACH Process There is a new sanction for not submitting price reports on time to the regional office There is also a new sanction for not having store hours posted and/or not adhering to them Each vendor must have an amendment to the current vendor agreement in place by October 1, 2015 Regional WIC staff are responsible for distributing the amendment and having it signed

Quick Tips and Reminders FIs and CVVs taken out of month will likely not be paid Don’t enter a dollar amount for more than the value of a CVV Only use the program provided signature card to compare a signature on a FI or CVV and Never have a FI or CVV signed before the transaction is completed Quick Tips and Reminders Those on this slide and the next represent common situations that can cause your store to lose money and possibly face termination of your agreement and disqualification from the program. The ones in bold are the most serious. FIs and CVVs taken out of month will likely not be paid – Cashiers must take the time to notice the valid month. Don’t enter a dollar amount for more than the value of a CVV -- This is still a major cause for a large % of returns for being over the maximum dollar amount. Only use the program provided signature card to compare a signature on a FI or CVV. and Never have a FI or CVV signed before the transaction is completed – The WIC signature card is the only acceptable form of ID for a WIC transaction. Although having the FIs and CVVs signed first may sound like a good idea, it can cause you to be disqualified from the program.

WIC customer courtesies must include all promotions available to all customers – It is important that your staff be aware that promotions available to all customers such as bonus cards, “buy one, get one”, and coupons, even if they result in excess or non-eligible food items, must be made available to WIC customers as well. WIC customers must receive any item they are entitled to, whether or not it scans as WIC approved -- This is an ongoing problem, especially when there are major changes to the foods provided. There must be understanding and a procedure among store staff that if an item which a WIC participant should receive does not scan as WIC eligible, the participant must receive it anyway. Such procedures will likely include an over-ride by authorized personnel. All chain corporate offices have indicated to our WIC Central Office that they are in agreement with this policy. Never accept FIs or CVVs from other states -- You cannot be paid since each state only receives federal funding to serve participants who reside in their state. Do not hold transacted FIs and CVVs for a long period of time, deposit them as soon as possible. – Not depositing them when there is no reason leads to the Program not being able to guarantee you will be paid for all of your WIC transactions.

Receiving Correspondence from the WIC Program Local WIC Vendor Management staff must receive accurate contact information This includes an e-mail address Important notices must be handled timely and as directed ACH statements will only be sent electronically beginning October 2015 Receiving Correspondence from the WIC Program Your local WIC Vendor Management staff must be able to reach appropriate staff in your store whether by written/electronic correspondence, telephone or in-person. It is the vendor’s responsibility to notify WIC staff when contact information changes. With the increasing need for electronic communication, it is expected that an e-mail is part of the information each vendor provides. Important notices and guidance, such as those recently for the addition of white potatoes and other changes effective July 1, 2015, must be handled within the allotted timeframe and the directions for your response carefully followed. Failure to do so may result in termination of your agreement and disqualification from the program. In an important step in the transition towards receiving data only by electronic means, ACH statements will only be sent by e-mail beginning in October 2015. If this applies to your store, more information will be forthcoming.
