Background  Importance of Agriculture sector Agriculture contributes to Rwanda’s poverty reduction goals; It accounts for 1/3 GDP; Agriculture constitutes the main economic activity for the rural households (especially women) and remains their main source of income; Today, the agricultural population is estimated to be a little less than 80% of the total population;

Background  Importance of Agriculture sector The sector meets 90% of the national food needs and Generates more than 70% of the country’s export revenues.  Emissions According to the last GHG inventory report, the agriculture sector accounted for 78% tCO 2 e of the total emissions

Description of the proposed NAMA  Types of actions to be undertaken for NAMA National and Sectoral policy or program; Project: Investment in machinery; Project: Investment in infrastructure; Project: Investment in agribusiness;  Technology: Composting and fertilizer applications and efficient lime production  GHG covered by the action: CO 2, N 2 O and CH 4

Description of the proposed NAMA  Estimated emission potential The initial emission reduction estimations foresee a total mitigation potential of approx. 880,000 t CO 2 e for the period 2016 to 2030  Expected timeframe for preparation: 18 months Starting time : as soon as funds will be available

Description of the proposed NAMA  Framework for implementation of the NAMA: Ministry of Agriculture as : Implementing Entity; Rwanda Agriculture Board: Executive Agency Rwanda Environment Management Authority as National coordinator of NAMAs in country Key partners: community cattle cooperatives, existing agribusiness private sector, lime producer small enterprises Other stakeholders: MINECOFIN, FONERWA, Districts, NGOs

Description of mitigation action (NAMA)  Goal: The development and implementation of sustainable fertilizer production and use accomplished across several subsector component programs  Measures to be undertaken, impacts and outputs Creation of up to 600 community cattle agribusiness cooperatives for organic composting of fertilizers for reductions of animal enteric GHG emissions and use of other field residues for composting, in lieu of burning; Improved production for producing finely granulated natural lime found in abundance in Musanze, Karongi and Rusizi districts of Rwanda, and Improved and sustainable agricultural fertilizer applications, soil erosion measures, and improved agronomic management of soils capacity development programs implemented through Rwanda’s agricultural extension service and farmer schools in rural areas.

Potential for transformational change and sustainable development benefits  This NAMA will help to achieve the government targets. The sustainable co-benefits of the NAMA will include: Improving livelihoods through increased income generation activities; Improving agricultural productivity through the increased use of manure as fertilizer, and domestically produced lime; Improving soil quality and reducing erosion through the planting of grasses and trees; Improving nutrition through greater access to cattle based products (dairy and meat); Increase in private sector small enterprises.

Relevancy of the proposed NAMA in the national policy context  Green Growth and Climate Resilience strategy Programme 1: Sustainable Intensification of Agriculture; Action 1: Mainstreaming of Agro- ecology Action 3: Fertiliser Enriched Compost.  Rwanda’s updated Vision 2020  NAMA is in line with policies and plans such as Economic Development and Poverty Reduction Strategy II (EDPRS II) and the MINAGRI’s Strategic Plan for the Transformation of Agriculture in Rwanda Phase III (PSTA III).
