NICEs support to the Interventional Procedures Advisory Committee Tom Dent Programme Director Interventional Procedures Programme National Institute for Clinical Excellence

NICEs support to IPAC nSpecialist Advisors nDesign and production of overviews nReview body nLinking to the wider NHS

NICEs approach All procedures Specialists advice Overview Selected procedures Formal systematic review Data collection (if necessary)

Specialist Advisors nSought nominations from specialist societies and Royal Colleges n[insert] appointed nAppropriate Advisor asked for initial advice to form Advisory Group (at least two experts)

Specialist Advisors nSERNIP procedures allocated and questionnaire designed Information about the procedure Likely impact on practice and the NHS Possible adverse effects Advice on whether it should be investigated Advice on a minimum dataset nNearly all SERNIP procedures sent out and [insert] opinions returned nOnly a few advisors have apparently conferred and many procedures have only one opinion

Design and production of overviews nSpecialist Advisors opinions not adequate basis for IPAC decisions Many procedures highly technical and specialised Questionnaire does not contextualise the procedure IPAC needs awareness of key published findings nInstitute will therefore provide overviews to inform debate

nIndications for the procedure nLikely frequency of use nDescription of the procedure nSummary of key points from brief, non- comprehensive literature review nSummary of advisory group report

Production of overviews nFirst few meetings overviews will come from ASERNIP-S and Bazian nWill be brought in-house in New Year

Review body nSource of systematic reviews of safety and efficacy nConductor of data collection and analysis nHave appointed consortium from [insert] nLimited capacity: a key task for IPAC is selecting most appropriate procedures to review

Linking to the wider NHS nAt present we are Receiving newly notified procedures Handling enquiries on SERNIP procedures nExpect to launch programme formally in February, with Health Service Circular nClinicians to notify before first use, unless covered by REC approval follow guidance and take account of advice supply data if we are collecting it

What will happen nProcedure notified by clinician or organisation the first who contacts NICE website nInformation to be provided name, hospital, specialty proposed use in NHS or private

What will happen (2) nAny subsequent clinician interested in the procedure asked for: personal details additional information about the procedure nAutomatically receive updates

Clinicians wanting to perform procedure before review Advised to consider delaying, but otherwise: nTell Trust clinical governance lead nTell patients during consent, and record nConsider informing Research Ethics Committee For the protection of patients and themselves Dont stop potentially beneficial treatment

Conclusion: handling of SERNIP legacy Responding to enquiries from clinicians, industry and patients Obtaining specialist advice Commissioning overviews Seeking IPACs advice Aiming to complete by Spring 2003
