Public – private research network (pprn) Pusat Penyelidikan & Inovasi Politeknik 2015

- Datuk Seri Najib Razak, Majlis Perasmian PPRN 24 Feb 2015

background The initiative is a collaboration between the Ministry of Education (MOE), the Malaysian Technology Development Corporation (MTDC), SME Corp and private industries. Will bridge the gap between the needs of the industries and the knowledge of academics. Over 7,000 Poli’s lecturers and researchers in the country but a lot of research related to technology and industries were supply driven. Shift to more demand driven research.

DEMAND DRIVEN INNOVATION SUPPLY DRIVEN INNOVATION now then PPRN Pilot Project: 9 small initiatives in June 2014 - SUCCESSFUL

OBJECTIVE THOSE WHO HAVE IT THOSE WHO NEED IT Create a knowledge-friendly ecosystem THOSE WHO HAVE IT THOSE WHO NEED IT An environment where knowledge is produced and diffused from:

Company & PPRN will co-finance development cost. How does it work? Company describes technological problems/areas where there is potential for productivity gains. PPRN will find a team of experts that will provide/develop technology to solve problem Company & PPRN will co-finance development cost.

Scope of project PRODUCT DEVELOPMENT & INNOVATION Develop new products/ services/ software or parts of them for a company Innovate existing products of the company to the market need PROCESS DEVELOPMENT & INNOVATION Implementation of a new/ significantly improved production processes/ delivery method/ services Streamline production to make it more efficient & make better use of state-of-art technology Develop processes to scale up production VALUE ENHANCEMENT IN SUPPLY CHAIN Sourcing components Warehouse & logistics Help develop IT solutions

Selection criteria TECHNOLOGICAL IN NATURE no management/ marketing solutions PRODUCT/SERVICE MUST BE AT COMMERCIAL STAGE ready in market but need improvement NO OFF-THE-SHELVE SOLUTIONS such as product/ software/ services NO FIELD RESTRICTION involve any area of applied science/ engineering CAN BE COMPLETED WITHIN 6 MONTHS only those with significant value may be accepted PPRN WILL FINANCE A PORTION OF THE TOTAL PROJECT COST companies should be ready to finance their project

he Public-Private Research Network (PPRN) will be a catalyst for innovation, knowledge-sharing and technological advancement for local companies once it goes into full gear next year. The PPRN first announced by Prime Minister, Datuk Seri Najib Razak when he tabled the 2015 Budget, is currently in its second pilot test. The initiative is a collaboration between the Ministry of Education (MOE), the Malaysian Technology Development Corporation (MTDC), SME Corp and private industries. Speaking at a press conference on the project, Education Ministry Secretary General II, Datuk Seri Zaini Ujang said that the PPRN will bridge the gap between the needs of the industries and the knowledge of academics. Zaini said that there were over 40,000 lecturers and researchers in the country but a lot of research related to technology and industries were supply driven. "We want to shift to more demand driven research and the PPRN will do just that." He explained that the PPRN will seek to solve specific issues faced by companies in relation to the application of technology. "As an example, a company may be producing a single item at rate of one per minute, and would like to improve this by six fold." "They could then seek our help and we will match them with the right academician to help them achieve this." Zaini said that this was necessary as industries may not know where to look for the right researcher to solve their problems or researchers may not know the specific problems faced by industries, hence the gap. He added that aside from the matching role it played, the PPRN will also create an ecosystem of knowledge in the country at a cost advantage to local companies.

Company and PPRN will co-finance development cost PPRN - POLITEKNIK VERSION Alumni Company describe technological problem or areas where there is potential for productivity gains Poli Team will provide/develop state of the art technology to solve problem Company and PPRN will co-finance development cost Collaboration between: Poli Content Experts PhD Holders COT Experts Politeknik Malaysia Alumni companies

Description of solution Explain in non-technical jargon how would you address the specific technological problem.

Description of qualifications Describe what special attributes/skills/expertise your institution/department has to develop the solution, including similar research projects

IP Status of the IP Has it been filed Who owns it Etc

Example of TECHNOLOGICAL PROBLEM 1 SEWAGE TREATMENT PLANT PROBLEM STATEMENT The absence or inadequate supply of electricity to the much deserving rural population due to nonexistent grid connectivity, or expensive fuel as an alternative to generate the much needed electricity, as a means or measure towards poverty eradication and sustainability. DESCRIPTION OF SOLUTION Separation and compression of biogas (derived from POME) to be utilised as a natural gas to generate electricity via gas fired engines to areas lying in the outskirts of city centers using transportable means, as a substitute from the present more expensive method of providing electricity i.e. through diesel fired engines.

Example of TECHNOLOGICAL PROBLEM 2 BOTTLING OF WATER PROBLEM STATEMENT Bottle cap is tight and difficult to open. Bottle leak when blowing the preform. When the preform is made injection, the preform will not be in good condition. DESCRIPTION OF SOLUTION Use torque meter to measure the right setting for cap. Observe the temperature of the injection machine.

Example of TECHNOLOGICAL Problem 3 SPORTS/ACTIVE WOMENSWEAR PROBLEM STATEMENT Ladies wear sandals for breathability and comfort. However, currently, one needs to wear socks to cover aurah. The material for sandals need to be breathable, water proof (preferred) and fast-drying. DESCRIPTION OF SOLUTION Sandals made of material that is breathable with a design that covers the feet. With such sandals, women can wear sandals that conceals aurah, but at the same time, highly breathable – practical for hot and wet weather. Suitable material and design are key.
