Step 1 Pass the Life Scout Board of Review Resets the Position of Responsibility clock. Must hold a position of responsibility for 6 months. The only positions of responsibility that count are the ones listed on the most current revision of the Eagle Scout Application (#512-728) and the current publication of the Guide to Advancement (#33088). Both of these publications are available online at www.scouting.org.

Step 2 Finish all Eagle required Merit Badges (there are now 13 required) and enough electives to equal 21 total . Be aware of either or situations (Example: either cycling OR hiking OR swimming). You CAN work on project and Merit Badges at the same time.

Step 3 Plan and execute an Eagle Scout Leadership project. Can be worked on while finishing merit badges. Follow instructions in workbook carefully. Key points: Approval Signatures Diary Document Leadership Latest version of workbook required

Step 4 Send out Reference Letters Key points: Must be sent returned to Scoutmaster Should match up to reference list on Application Don’t send out too early! Send out with Request Letter, SASE, addressed to SM. Each letter MUST be in a sealed envelope. Identify reference letters with scout name and number on lower left hand corner.

Step 5 Scoutmaster’s Conference Key points: Should not be at a Troop Meeting. Last chance to push back at problems. Review Life Statement, Project workbook, Scout’s personal history and Future plans. Should be 30 minutes or more.

Step 6 Assemble the paperwork. Need all reference letters Fill out the Eagle Scout Application. Check for all signatures and dates. Life Statement. Completed Project Workbook. Send to Council with sealed reference letters after making copies of Application and workbook.

Step 7 Council approves packet and returns it to the Scoutmaster. Scoutmaster notifies Scout, District Eagle Coordinator and troop committee that the Scout is ready for a Board of Review. District Coordinator sets date. Please send 3 possible dates to life to eagle coordinator.

Step 8 The Board of Review At least three but not more than 6 members Must include a District or Council Advancement Representative Closed door environment Should not be at a Troop meeting. Parents and or relatives are not allowed on BOR or in closed door session. The Scout and or his family has no input in the selection of the Board members. Full uniform as per 8.0.0.4 2013 Guide to Advancement 8.0.0.4 It is preferred a Scout be in full field uniform for any board of review. He should wear as much of it as he owns, and it should be as correct as possible, with the badges worn properly. If wearing all or part of the uniform is impractical for whatever reason, the candidate should be clean and neat in his appearance and dressed appropriately, according to his means, for the milestone marked by the occasion.

Step 9 Board of Review is successful Send Eagle Application, Advancement form to Council. Council forwards to National in Texas After National approval, Packet is returned to Scoutmaster. Only after National approval is Scout an Eagle Scout. This is confirmed when Council receives the Eagle Scout certificate bearing the Board of Review date.
