The Convention of Climate Change ratified on 20 september 1993 ;  Focal point structure assured by SP/CONEDD and CDM under the responsibility of DPCIE ;  The priority objectives of NAPA aim to identify the essential needs, the urgent and immediate actions and projects to help local community to adress the effect against the climates changes  NAPA elaborated in 2006 HISTORY AND INSTITUTIONAL SYSTEM I. HISTORY AND INSTITUTIONAL SYSTEM

NAPA was elaborated in a participatory manner, taking consideration of gender aspect, synergy between the ongoing actions, also coherent with the policy, strategy and national strategy such as PRSP; NAPA is in line with the national economy development priority of Burkina Faso. HISTORY AND INSTITUTIONAL SYSTEM I. HISTORY AND INSTITUTIONAL SYSTEM

 Administrative and political responsibility, decentralized technical service, local authority, development projects/programs, NGO, associations of producers (diagnosis, adaptation option, and the choice of NAPA project site and regional adaptation project)  Steering committe of NAPA and the donors (support, orientation, program validation, activity report and study);  Exclusive framework for the climate change convention consultation: (technical support)  Partenership with civil socieity and the scientific, CEAS, UICN, IAVS, MARP network (popularization of prototype related to innovations, network, NGOs coordination, diffusion of information, consultation with parteners in terms of adaptation praticals) II. Stakeholders participation in NAPA elaboration process

 Adoption of decree n° /PES/PM/MECV/MEF du 19/11/2007, of NAPA, assorted the action plan as the priority projects to be implemented  Burkina Faso has organized a workshop to raise awareness of the question with regards to Climate Change at national as well as international workshop RESULT AND ACHIVEMENT III. RESULT AND ACHIVEMENT

 4 key sectors as most vulnerable (agriculture, water, animal, forestry, biodivresity) ;  The most vulnerable group amongst rural population, women, youth, small irrigation farmer ;  Twelve (12) priority and immediate actions have been identified and project notes formulated RESULT AND ACHIVEMENT III. 1- Projet NAPA-GEF : Strengthening Adaptation Capacities and Reducing the Vulnerability to Climate Change in Burkina Faso Situation: inception workshop le 7 juillet 2009 Budget : 2.9 Millions de dollars GEF and 500K UNDP 2- Cool Earth Initiaitive 50: Strengthening capacity to address climate change adaptation concerns in the preparation and implementation of development plans, programmes and projects Situation: Project document submited to project board for the final approval by Japanese Government Budget : 2.9 Millions of dollars of JAPAN 3- Projet adaptation of CC for the human security in Burkina Faso (DANIDA) Situation: inception workshop 7 juillet Budget : Dollars SP/CONEDD and UICN Burkina 4- Project World Bank/West Africa and Latin America, support for the local institution for the adaptation : Implementation on going by Réseau MARP. Budget, about $US RESULT AND ACHIVEMENT III. RESULT AND ACHIVEMENT

 Finaliser le financement des projets régionaux restants du PANA ;  Long terme evaluation of NAPA and reformulation of programmatic NAPA ;  Capacity development of groupe of expert in scenario of Climate, analysis of vulnerability and mitigation ;  Associer local authority to integrate the climate adaptation option in the community development plan CONSTRAINTS AND CHALLENGE IV. CONSTRAINTS AND CHALLENGE

 Strong political will of country/head of state, and their staffs marked an impulse to climate change programme ;  The donors owns federal framework of intervention, in particular, in the domain of adaptation, NAPA: with the passion, the determination (supported by Ministry of Environment), of the Climate Change team to deliver the project of adaptation to help most vulnerable population;  The donors, specially, UNDP, the lead agency (of environment) firmly engaged in the mobilisation of funds/elaboration/ implementation of NAPA, as it is mentioned in Paris Declaration and COP15 under the new regime post Kyoto.
