GSC17-IPR-08 GSC-17, Jeju / Korea Standards for Shared ICT 7 TTA IPR Policy IPR Disclosure –Anyone proposing a TTA standards item or anyone having interests in it, from the outset, draw the attention of TTA to any known IPR or to any known pending IPR application, by notifying relevant information to the Secretariat of TTA. Terms and Conditions for granting licenses –without compensation and on a non-discriminatory basis –reasonable terms and conditions and non-discriminatory basis TTA responsibility –TTA shall not be responsible for the accuracy and validity of relevant IPRs claimed by IPR holders, and –TTA shall not be involved in the arbitration of disputes between IPR holders and users of TTA standards.

GSC17-IPR-08 GSC-17, Jeju / Korea Standards for Shared ICT 8 TTA IPR Issues (1) IPR SC (Special Committee) restarted on April –1 st meeting : April 5, 2013 –2 nd meeting : April 29, 2013 –3 rd meeting : May 28, 2013 IPR SC members are 26 from 16 TTA members. IPR SC tasks are as follows : –discuss the IPR Policy and guidelines of TTA, –update the IPR relating rules of TTA, –consider the Database of IPR declaration in TTA Web, –study the copyrights, and so on.

GSC17-IPR-08 GSC-17, Jeju / Korea Standards for Shared ICT 9 TTA IPR Issues (2) Changes of Surroundings –May 2011, IP Framework Act enacted –Dec. 2011, Korea FTC published “Model Operating for SSO” –June 2012, TTA Operating Rules for Standardization amended –ITU has been trying to update its patent guidelines –TTA members have more interests in “Standards Essential Patent” issues than before.

GSC17-IPR-08 GSC-17, Jeju / Korea Standards for Shared ICT 10 TTA IPR Issues (3) The issues discussed in IPR SC are : –clarification of IPR information notification : who, when, what, and how, etc.; –the effectiveness of Written Declarations : irrevocable, worldwide, reciprocity and transfer; –improvement of TTA IP database; –copyright issues in referencing or incorporating the other SDOs’ deliverables into TTA standards; –S/W Copyrights, etc.
