Why does NJUG think the Code is important ? Cont... Coordination, Cooperation, Communication and Compliance Continually changing Regulations is not helpful Making Utilities (and Customers) pay more is not the only answer

Why has the London Code made a difference? Commitment –From Utility Leaders at the highest level –From TfL Leaders –All working to the same standards It’s the right thing to do It has stimulated more discussions between authorities and utilities Made changes to meet the Code AND these have improved utility services

Learning from the Code Pleased to learn the lessons from London Agreed minor amendments, but prepared to continually improve Now being rolled out as an NJUG National Code of Conduct – soon to be HAUC Code of Conduct Already received many requests to share signage experience and examples

Regulations.v. Voluntary Measures? It must be clear what new regulations plan to achieve? Must understand all the costs to implement Real Improvements – How do we know they have been delivered? Need to incentivise equally - all those working in the street to reduce disruption

Summary We must all do better at street works and ALL work together Innovation is the catalyst to success We must re-examine the way the UK regulates street works and consider self regulation as first choice How about a Road Works Commissioner in England to drive changes and ensure everyone who works in the street improves?

Is it too Difficult? I believe that this nation should commit itself to achieving the goal, before this decade is out, of landing a man on the moon and returning him safely to the earth. Kennedy Street Works is not Rocket science !! 22
