CONCLUSIONS Low-income job access needs adequately addressed when part of general transportation planning. There is a lack of regional public transit linkages. Traditional transit is unlikely to meet all travel needs. County-based planning is limiting opportunities.

Next two slides are taking points for maps and conclusion. CONCLUSIONS Low-income job access needs will be adequately addressed when it becomes part of general transportation planning. One clear observation is that there is a lack of regional public transit linkages (see regional transit routes map). Traditional transit is unlikely to meet all travel needs for the flexible and intermediate trips required for work, child care and other support services. County-based planning is limiting opportunities to solve welfare reform issues.

REGIONAL POPULATION CHANGE Page 4 31% of Florida’s population. over 4.6 million residents. Western areas of the region have the greatest pop. growth, with very significant increases in western Broward County. Low pop. growth or losses in the traditional urban neighborhoods. REGIONAL EMPLOYMENT PATTERNS Page 10 Generally, highest in western portions of each county. Southwest Broward more than 15% growth. Northwest Palm Beach County. Key West highest in Monroe County. Around Airport in Miami-Dade County. WAGES PARTICIPANTS Page 6 About 50% of Florida’s WAGES participants Majority in Miami-Dade County. ( Palm Beach 2,371 participants, Broward 2,325, Miami-Dade 22,561, and Monroe 125) Most concentrations of WAGES Participants are in zip code of low or no population growth. Miami-Dade’s unemployment rate was 7.1% in 1997, while the region’s was 6.1% and the state’s 4.8%. REGIONAL TRANSIT Page 12 Regional transit system does not connect with major employment centers. WAGES participants are within service areas of fixed-routes bus services. Palm Beach and Broward County WAGES participants can be served within Tri-Rail corridor. Doesn’t serve employment growth areas to west. Cost. Travel Time Fixed route service not flexible enough to meet multipurpose trip needs. Transit access doesn’t guarantee mobility. (trip length, transfers, schedules, costs, safety. CHILDCARE FACILITIES Page 16 Generally dispersed throughout region Issue becomes affordability and availability.
