Strategies for Enforcing Values in the Public Sector CIOF Conference May 19, 2006 Grand Ballroom, EDSA Shangrila Hotel

Ethics and Social Responsibility Ethics is defined as the study of how decisions affect other people. It is also a study of people’s rights and duties, the moral rules that people apply in making decisions, and the nature of the relationships among people. Social responsibility is defined in terms of what an organization does to influence the society in which it exists. Ethics and Social responsibility are concepts that are fundamentally about the quality of our relationships over time.

The Tools of Ethics Values: Relatively permanent desires that seem to be good in themselves. Rights: Claims that entitle a person to take a particular action. Duties: Obligations to take specific steps or obey the laws. Moral Rules: Rules for behavior that often become internalized as moral values.

Institutionalizing Ethics Code of conduct Ethics committee Ombudsman offices Judicial bodies Ethics training programs Social audits which are reports describing activities in a given area of social interest such as environmental protection, workplace safety, or community involvement.
