2 The Library Overview Helping people advance knowledge to enrich lives Legal deposit library with legislation extended to digital publications Public good, commercial and fund raising (£90m + £25m + £5m) The National Library of the United Kingdom Over 250 years of collecting with collection items from the dawn of civilisation to the present day Generates value around 4.4 times the level of its public funding

3 Assumptions Electronic Content (is/will be) Licenced/Accessed under a very broad set of terms. (Legal Deposit, Licenced from Publishers, Open Access, Creative Commons &etc) These Terms cannot be Defined ahead of Implementation and will Change with Time. To Achieve Broadest Possible Access To Digital Content will Require Trust: 1.Agreement on Standards and Certification 2.Electronically Actionable Licence Terms/Legal Deposit Regulations 3.User Identity Management 4.Securely Managed Content Environments

4 Future Work with Content Creators (Authors/Researchers) to Define and Understand their needs. Work with Content Owners (Publishers) to Define Actionable Standards. Work with Content Consummers (HE/FE/Reseachers/JISC) to ensure broadest possible access within permissons/licence terms. Obtain best possible access arrangements for legal deposit regulations. Develop business models that leverage technology investments made by the community.
