ARF Strategic Guidance Technical Working Group: Scope and Purpose Overall – The Strategic Guidance is not intended to replace or compete with other Regional or International documents. It is designed to provide high level guidelines for both civil and military actors in the Humanitarian arena. It is not as detailed as some other documents, but rather provides a ‘first stop’ point of reference for the ARF. The document has been developed by members of the ARF for the greater good of the ARF community.

Tension between the Virtual Task force Model and other doctrine e.g. MNFSOP Virtual Task Force Model inappropriately referenced from the ARF Statement on Disaster Management and Emergency Response 28 July 2006 Virtual Task Force Model replaced with the more appropriate MPAT concept Key change 1: Virtual task Force Model Removed and document ‘lifted’ from the tactical space
