PWP – PLAN HEADS Zonal Rly. submits PWP proposals to Rly. Board on 12 plan heads ( Except PH – 11NL,PH-14 GC & PH-17 Comp.). Separate PWP is submitted for PH Track Renewals. PWP Proposals - Short comings Proposals are framed without detailed survey, detailed drawings, design and in case of Traffic facility works without approval of yard plans by all deptt. (For NL,GC & DL first FLS is sancd. & after submission of DPR Project is sancd.) PWP Proposals - Short comings Major changes in scope of work after sanction of works specially in case of traffic facility works & works in PH 42 (Workshop). After sanction of works, abnormal delay in approval of plans by various departments as initially detail plans were not prepared.

System improvement - Suggestion./Recommendations In first year’s PWP, list of works costing Rs.2.5 Cr and more should be approved by Railway Board with tentative cost for detail survey, planning, designing, preparation and approval of plans, preparation of detailed estimate and detailed project report. System improvement - Suggestion./Recommendations In second year’s PWP after submission of detailed project report along with survey report, design, approved plans and estimate, Railway Board should sanction the work finally. After sanction of work by Railway Board, sanction of detailed estimate should not be required so that immediately after inclusion of work in Pink Book Railway can go ahead with tendering process. Work should not be sanction if margin to propose work is negative. Sanction should be limited to extent of available margin to propose work.

System Improvement - Powers required.  After initial inclusion of works in PWP, power to engage agency for detailed survey, designing, consultancy, preparation of plans, estimate and detailed project report should be given at the level of JA Grade officer without finance vetting & without annual ceiling limit. This should be similar to power of calling quotations.

LAW Book- System improvement Suggestions./Recommendations. Traffic facility works should be included in LAW Book after approval of Engineering Scale Plan by all departments. List of such works should be approved 6 months in advance of processing LAW Book. Bridge works, should be included in LAW only after approval of structural drawing. List of such works should be approved 6 months in advance of processing LAW Book.

Number of works in LAW Book should be limited to resources available in divisions to complete work within 2 years of sanction.
