SLTD project Providing law enforcement with instant worldwide access to INTERPOL databases INTERPOL services for border control

Integrated Border Systems are to:  Facilitate machine assisted verification / identification of people and their travel documents  Combine the national / regional / international knowledge through databases connectivity – one stop shop one stop shop

- International knowledge is building up.. - Access platforms have been created to suit every individual country’s specific technical / operational / telecommunication situation COMPATIBLE WITH EVERY INTEGRATED BORDER SYSTEM

International Databases – Global Knowledge Stolen/lost travel documents (SLTD) database SLTD – records from 134 member countries (March 2008) SLTD – records from 134 member countries (March 2008)

Access for everyone MIND/FIND platforms - integrated real time access to SLTD (from a MRZ of a MRTD)

Standard Operational Policy and Procedures (SOPP) for the use of SLTD  Advisory Committee (composed from 12 member countries representatives*) had their first session from December 2006, and the second one from 29 May to 1 st of June 2007  Standard Operating Policy and Procedure (SOPP) are created, acknowledged and accepted by the 2007 GA, in Marrakesh *AC members: Canada, Chile, France, Italy, India, Japan, Jordan, Switzerland, Saudi Arabia, South Africa, United Kingdom, United States

International Databases – Global Knowledge SLTD is recognized /endorsed as the global repository for lost-stolen TD by: UNEUOSCEICAOAPEC

Number of Countries Participating SLTDSLTD

Data quality  SOPP requirement: Participating member countries should ensure that their data is accurate and that they update their data in the SLTD at the same time as they update their national/regional databases: preferably on a daily, at least on a weekly basis

Push-Pull An application/link has to be built on the national level – one time investment Fully automatic updating process that use a common standard, reduces human interventions and improves the quality of the data IPSG uses standard Oracle product to consolidate all national data National reference database International IPSG hosted database IPSG Quality Control National data to be uploaded to IPSG IPSG delivers a standard tool (Oracle-Lite) to be installed - free of charge End of animation NCB Member Country IPSG PUSH PULL

MIND/FIND – database consultations/access through “Customer Tailored Solutions”....

Countries with integrated (MIND/FIND) access to the SLTD  USERS: Switzerland, Belgium. Lithuania, France, US, Spain, Chile, South Africa, Algeria, Antigua, Barbados, Bahamas, St. Lucia, Trinidad & Tobago, Grenada, St Kits and Nevis, Cuba, Bosnia and Herzegovina, Montenegro, Singapore, Saudi Arabia  TESTING (operational in next 3 months) UK, Norway, Portugal, Turkey, Croatia, Czech Republic, Indonesia, Kenya, China

External hard disk connected to a dedicated workstation through the USB port – MOBILE MIND Any hard disk plugged in a central process unit (server) – INTEGRATED or STAND - ALONE MIND. MIND index copy of ASF database(s) - IPSG’s perimeter - stored on a HD, used locally This device is available in 2 configurations (both of them are initialized only at GS) READY TO CREATE THREE MODES FOR USERS    

SLTD Hits ,585 6,157 8,536 projected 2,134 as of 26/3

Hit confirmation  SOPP requires : Each member country should implement a process which enables its NCB or other designated authority to create the circumstances for the hit confirmation to be made within one hour

Challenges  Dynamics of the deployment depends mainly on countries readiness to integrate INTERPOL services within their national border systems  Countries are often confused – comprehensive information on what is global interoperability of integrated border systems is missing

Challenges  Lack of coordination between different international partners/efforts results in lack of compatibility, interoperability, standardisation – security gap  Border security is not a “stand alone” activity – it has to be a part of the whole identity chain (documents issuing process, verification and identification – e-borders)
