EDOs are responsible for restructuring of clusters after inclusion of all public schools 4 PMIU list PMIU list contain all schools in your district DSD list Clusters established by DSD include schools Unattached list Identification of unattached schools You have to make sure that these schools are attached to clusters according to these guidelines : Schools within a radius of 15 kms of a particular cluster center should be attached to that cluster center DEO (EEM) in consultation with CTSC head would complete the clustering Dead line for clustering exercise expired on 25 th September Reconciliation Attachment Attachment of unattached schools to appropriate clusters

1. PEC has received 31 districts data from all over Punjab and received data is under investigation for errors and missing. 2. Name of Districts who still not provide the required clustering data 1. 2-Registration PEC will announce registration of students for 5 th and 8 th grade for the year 2015 exam through PEC website, print advertisements, school associations, SMS services, local cable networks and education administration CTSCs will initiate registration campaign for public and private schools and private students at cluster level Cluster center will also devise a local mechanism to sensitize the private schools for inclusion and registration by writing a letter or displaying some banners in the vicinity New registration form will be provided to EDOs and CTSC heads and a soft copy will also be available at PEC website Registration data will be entered online by CTSC heads through new registration software Each CTSC head will be provided with login and password to access online registration software Cluster center will maintain the record of hard copy of registration forms of all schools and will be responsible for the entry of data online

Registration of private schools and private candidates Registration of private schools is optional A private school may register with its nearest cluster center, but the distance should not be more than 15 kilometers and CTSC head will physically verify existence and credentials of private schools Private schools will provide the following documents for registration for each student: Copy of CNIC of father/guardian Copy of Students B-form or date of birth certificate Private candidates may register at any cluster center. They will adopt the following procedure while applying for registration Provide a copy of CNIC of father/guardian Copy of Students B-form or date of birth certificate Verified registration form from cluster head or government officer Contd.

Training for Online Registration 02 master trainers for each district will be trained for online registration of students by PEC These master trainers will train 02 persons from each cluster center. Manual for online registration will be provided to each cluster center to use new registration software SOPs for online registration will be provided for cluster heads and data entry operators

3-Conduct of Exam Cluster centres [CTSC] heads will be responsible for execution of PEC exams including the following: Establishment of exam centers Allocation of exam center to each student Duties of RIs, Superintendents, Invigilators Training of RIs, Superintendents, Invigilators Printing of Roll No. slips and cut lists Distribution of Roll No. slips and cut lists to schools and students Distribution and collection of exam papers at exam centers Secrecy and security of exam data

Contd. SOPs for conduct of exam will be provided by PEC Examination centers will be established in any appropriate school with facilities according to SOPs and preference should be given to schools where 5 th and 8 th classes do not exist Students’ seating plan will be developed as per SOPs. Students of different schools may be mixed up in each exam room of exam center All competent teachers of elementary, secondary and higher secondary classes may be appointed as supervisory staff, especially those teachers who will teach class 6 and 9 in the coming session Most of the conduct tasks may be assigned to secondary school level teachers/administrative authorities DMOs/EDOs/DEOs will monitor the exam

4-Printing of Exam Papers Printing of papers will be done at district level SOPs for printing will be provided to EDOs by PEC PEC will provide six versions of question papers of each subject to EDOs one day before printing EDOs will make advance arrangement for printing and packing of material EDOs will be responsible for secrecy, security and printing of question papers A nominated person by EDO will remain present at printing press till morning (about 4 am) and will hand over the papers to cluster heads or their representative. Cluster heads will hand over the papers to the superintendents/RIs at their cluster centers.

5-Marking of Papers Marking of paper will be done at CTSC under the supervision of CTSC heads Papers of one CTSC will be marked adjoining CTSC in triangular fashion Marker will selected/appointed by CTSC head according to given criteria. This data is required to be collected well in advance. Markers will be subject specific, with relevant academic qualification Both MCQs and open ended questions will marked at cluster centers MCQs will marked by one marker

Contd. Marking of open-ended questions will be question- wise; one marker will check only one question No marker will be appointed to mark papers of his own school About 10% of each paper will be re-checked by head examiner, and will be revised accordingly CTSC head will supervise the marking activity and will ensure fairness and compliance with the SOPs Papers will be rechecked for recounting of marks and unchecked questions by a tabulator. Monitoring of paper marking will be done by DMOs/EDOs/DEOs etc,

Keys and Rubrics developed by PEC will be provided for MCQs and open ended questions to ensure consistency in marking After checking papers award list will be prepared and papers will be sent to original cluster center Cluster center will keep answer sheets in safe custody and easy retrieval Rechecking of papers, if required, will be done at cluster level

6-Result Compilation and Analysis Cluster head will be responsible to prepare students’ results Policy decisions regarding students grading and promotion will be taken by SED and PEC and will be communicated to EDOs before declaration of result Cluster heads will announce the result on specified date and will publish the gazette at cluster level After compilation of data and declaration of result data will be uploaded online to by CTSC heads to PEC database Students will be able to check their results online Statistical analysis and research will be conducted by PEC on the basis of results; feedback given in the form of customize reports.

7-PEC Financial and Logistic Support to Districts PEC will provide financial support to districts for the following Training of two persons from each cluster regarding students’ registration software Printing of Papers Data entry of both registration and result Remuneration to RI, Superintendents, invigilators, monitors and supporting staff Marking of papers

1-Guidelines for clustering Do not shuffle/edit/replace/delete or change the order of any of the field or field headings given in proforma in the file Schools of all types [boys and girls] and levels [primary, elementary, secondary and higher secondary] from your district should be attached to a CTSC by adding new row. Attached school should be within 15 KM from its Cluster Center EMIS School Code is of exactly 8 digits, if any EMIS code is found not equal to exactly 8 digits, please correct it If there is any wrong or missing information [EMIS Code, School Name, CTSC information etc] in our proforma, please correct/fill it with correct information. No cell should remain blank In case there is confusion regarding inclusion of any particular school in any one of the cluster, the CTSC head and the concerned Dy. DEO[EE] will solve the issue and the decision of DEO(EE) will be final CTSC head will verify that all public schools within their CTSC area are included in the list and one school should not be attached to more than one CTSCs Do not try to drop any school already selected by DSD as CTSC. If any CTSC is missing in the list please add its complete information EDO will provide a certificate that no school remained unclustered in his/her district, and information of all schools and CTSCs is re-checked and found correct
