What does The Office of Safety do? Each fiscal year the Department of Industrial Accidents awards up to $25,000 to various organizations to fund workplace safety training. The goal of this program is to promote safe and healthy conditions in the workplace through training, education, and other preventative programs. The prevention of occupational injury and illness is in everyone’s best interest. Support train the trainer programs which provides continuing education and/or training beyond completion of the program. Encourage training programs in languages other than English if that pertains to the organization applying for the grant. Your application can address an injury history or establish a pro- active approach to workplace safety.

The Purpose of the Grant Program The Department of Industrial Accidents (DIA), through the Office of Safety, is the only State agency in the Commonwealth of Massachusetts whose primary function is to provide financial assistance for the prevention of occupational injury, illness, and death in the workplace. Demonstrate the business value in safety training and providing a safe workplace. Ensure grants are more evenly distributed throughout the Commonwealth.

The Safety Grant Program Pays for books, manuals, certifications, and good training DVD’s useful for refresher training or new employee orientation. Covers training costs on a per person, per class or per hour basis. Hourly rates will be capped at $75 an hour for trainers and $125 an hour for doctors. Pays administrative costs up to seven (7) percent of the total amount expended. Greater weight will be given to all inclusive programs, those that incorporate the cost of all training materials and certifications where practical.

Who is Eligible? Employees and employers operating within the Commonwealth of Massachusetts and whose entire staff, including consultants, are covered by the Massachusetts Workers’ Compensation Law (M.G.L. Chapter 152). If you are exempt from Workers’ Compensation (e.g. sole proprietorship, DBA, self insured) a letter explaining your exemption must be included in the application. Police, fire, fisheries, federal employees and state workers are not eligible for funding.

The Process Safety Training Grant applications will be accepted beginning in May. Companies and organizations are encouraged to apply as soon as possible to have the maximum practical opportunity for funding, however the application process is open and grants will be continue to be routinely evaluated. Proposals are reviewed and scored by the Office of Safety. Programs can begin once applicants are in full compliance with all obligations to the Department of Unemployment Assistance, Department of Industrial Accidents, and any other obligations to the Commonwealth of Massachusetts and final contract documentation is completed.

Worksharing Program enacted into Law on January 6, WorkSharing allows workers to share reduced work hours while receiving a partial unemployment insurance (UI) benefits

 Allows you to keep your trained, skilled staff  Reduce future rehiring costs  Avoids the disruption of layoffs  Allows you to remain poised for future growth

 Your employees work reduced hours, the reduction can range between 10% and 60%  WorkSharing employees receive a % of their Unemployment Insurance benefits (UI) equal to the % of the reduction in hours and wages.  Most employers reduce to a 32 hour work week. A 20% reduction

An e mployer reduces his workers’ hours by 20% (a four day work week) instead of laying off 20% of his workforce. His employees receive 20% of their full UI benefit.

 All Massachusetts employers are eligible to apply for the WorkSharing Program  Any workers who would be eligible to receive regular UI benefits can participate in the program

 You must be up to date with unemployment contributions, payments in lieu of contributions, interest or penalty charges due to the DUA  If you have a negative Reserve Balance, you can still participate as a “Reimbursable” employer  You must continue to provide the same benefits to affected employees (Health Insurance, Retirement, etc)

 Must have a minimum of 2 employees on a plan  The percentage reduction must be equal across the affected unit.  You must certify that the reduction in work hours is in lieu of layoffs.  You must have Union approval for any employees covered by a CBA

 On January 1 st 2008, at the beginning of the current recession, only 16 companies had active Worksharing plans. By September of 2009, at the height of the economic downturn, that number had grown to 481.  Currently in Massachusetts there are 47 companies and over 2000 employees participating in Workshare programs
