Hertzberg is writing a review of Robert Dahl’s book, How Democratic is the American Constitution? Why does Hertzberg write that the Constitution is the “flag in prose”? In what ways is it “an instrument for the protection of property rights”? (Beard’s contention) What were the “obscenities” Hertzberg referred to?
