Cultural Policy Development Plan and Performing Arts Strategy for the period up to 2012

Cultural Policy Development Plan  It will be introduced to the Parliament in January  Structure: a)general objectives and principles of cultural policy; b)ties between cultural policy and other relevant policies; c)the main principles and goals of each respective field of culture; d)attachments.

Cultural Policy Development Plan  The fields of interest - film, music, performing arts, literature and publishing, visual arts and design, architecture and public space design, museums and archives, cultural heritage, libraries, folk culture, cultural diversity, and cultural media.

Cultural Policy Development Plan The attachments include: a) the analysis of the ground principles of cultural policy passed in 1998; b) cultural policy research results; c) detailed accounts provided by expert groups in respective fields including proposals and evaluations.

Performing arts strategy  It is supervised by EETEAL, Estonian Theatre Agency and Estonian Theatre Union.

Performing arts strategy Main issues and solutions:  to achieve more balanced system of project- and repertoire theatres;  to produce and distribute theatre productions in rural areas;  to guarantee stable financing of performing art institutions;  to elaborate a long-term state strategy for culture export;  to encourage cooperation between different higher educational institutions and performing arts institutions;  to provide social guarantees for freelancers.

Performing arts strategy Problems and criticism:  the initiative of the Ministry of Culture to reform the funding of theatres;  the Ministry of Culture has not agreed to confirm the development plan as an official agreement. How to pressurize decision makers to implement the plans as soon as possible and to the greatest benefit to everybody?
