Concept of Transit walk:- Detailed survey of entire village keeping in view the prevailing water availability, soil texture, catchment area, water resources, river course, water channels, irrigation possibilities, need to develop barren land etc for integrated natural resource management. 10

Procedural steps of Transit walk:- To obtain digitalized map from patwari Every khasara of the village to be surveyed in detail by a team consisting of Gram Sachiv, Sub-engineer, Mate, Gram Rozgar Sahayak, Sarpanch/Panch, Small & marginal farmers, Members of co-operative committee, Watershed committee, Joint forest management committee, Active jobcard holders etc Marking of river course, water channels and drainage pattern of the village Marking of incomplete, complete works and works approved but not initiated in the map with different colours Identification of new works on Government and Private land of entitled beneficiaries Estimated cost and consent of beneficiary to be obtained by the transit walk team Examination of works to be taken-up under convergence Examination of proposals/demands made by public representatives Marking of proposed new works in the map Preparation of development plan for integrated natural resource management Comparative mapping of condition before proposed development plan for integrated natural resource management and after implementation of the same. 12

Procedural steps for preparing SoP To determine total no. of on-going works To anticipate no. of works likely to be spilled over to the next FY To anticipate labour potential of such works To subtract labour potential of works likely to be spilled over to next FY from total labour demand = resultant labour demand The resultant labour demand is to be engaged in new works Prioritization of works on the basis of beneficiaries, local requirements and local labour demand patterns Standard TS Approval of SoP by Gram Sabha ar 14

Calculation of Mandays To determine no. of active jobcard holders. For eg: 100 To multiply no. of active jobcard holders with 100 days of maximum guaranteed employment. For eg: 100 x 100 = 10,000 To multiply the above figures with wage rate. For eg: 10,000 x 132 = 13,20,000 (wage cost) To calculate material cost against wage cost. For eg: for one manday of Rs.132, the standard material cost is Rs.88. Therefore, material cost = 10,000 x 88 = 8, 80, 000 To sum-up material cost + wage cost. For eg: 13,20, ,80,000 = 22,00,000. (Maximum possible labour budget of Gram Panchayat having 100 no. of active jobcard holders) Approval of LB by Gram Sabha 15

Consolidation of Labour Budget Consolidation of Labour budget of different Gram Panchayats and approval of consolidated LB at Block level Consolidation of labour budget of different Blocks at District level with addition of 6% administrative expenses and approval at District level. For eg: For labour budget of one manday, 6% administrative expenditure is approximately Rs.13.2 Consolidation of labour budget at State level 16
