The NAVSUP Enterprise presented by: Jeff Whitman COSIS Afloat Program (Care Of Supplies In Storage) 2011 DoD Packaging Excellence Award

2  COSIS Afloat Program  Benefits  COSIS Afloat Projects  Platform Specifics  Overall Findings  Cost Avoidance  Sustainment opportunities

 Increase operational readiness by ensuring NAVSUP WSS repairable assets are protected for a maritime environment and available in a RFI condition  Validate an assumed level of readiness  Integrate COSIS sustainment principles to shipboard routines:  Devote full time TARP Rep support to east/west coast COSIS projects to maintain local oversight and continuity  Develop a SOP for shipboard COSIS by leveraging “Lessons Learned” to incorporate sustainment into daily ships’ routine  Educate shipboard personnel to the advantages and methods of performing daily COSIS  Update NAVSUP P-485 and other related instructions/directives to incorporate “Lessons Learned” into Navy policy COSIS Afloat Program Increase fleet readiness and reduce life-cycle costs through better asset protection 3

 Benefits received by the Ship:  Increased operational readiness – assets are protected in a RFI condition  Increased inventory validity  Increased LAP validity  Ships supply and maintenance dept. crews receive detailed COSIS training  COSIS SOP developed  Benefits received by NAVSUP WSS:  Increased asset protection of NAVSUP WSS owned assets (NWCF)  Recovered inventory costs of found material (direct benefit to NWCF)  Greater COSIS awareness in sustained shipboard supply processes: receiving, stowage and issuing  Expected reduction of re-procurements due to decreased damage  Afloat COSIS CBT developed using project lessons learned COSIS Afloat Benefits 4

 USS NIMITZ  Feb – Nov 2011  USS HARRY S. TRUMAN  Nov 2011 – May 2012  USS RONALD REAGAN  Mar 2012 – Aug 2012  USS BOXER  Jun 2012 – Oct 2012  USS KEARSARGE  Oct 2012 – Jan 2013  USS ESSEX  Oct 2012 – Mar 2013 COSIS Afloat Project Evolutions Completed Ongoing 5

 CVN platform  Range - NIINS: 4,322  Depth – Items: 6,930  LHD platform  Range - NIINS: 3,324  Depth – Items: 5,040  Average project length:  weeks  Metrics gathered weekly  Bi-weekly conference calls Average Platform Specifics 6

 Packaging discrepancies  Use of double bubble wrap  Inadequate preservation  Damaged containers  Inadequate packaging  Crates not WPM compliant  Humidity indicators  Improper ESD packaging  Broken dunnage  Condition Codes  Damaged items (R/R, BCM)  Missing documentation  RFI tags, MAF, OEM, etc.  Misidentified Items  Wrong item in container  Improper labeling  Items repackaged percentages  Overall: 46.0%  CVN: 43.1%  LHD: 55.1% COSIS Afloat Findings Average shore based depots: 27% repack 7

8  Metrics categories:  Utilized established offload categories  Wood Packaging Material:  288 items re-crated with WPM compliant lumber  Current overall Return on Investment (ROI): 5.60  Uses established conservative recovery factors  Found material (50%)  Misidentified items (100%)  Repackaged items (6% of repair/standard cost depending on item)  Lost items (not part of ROI, but tracked for ships’ feedback)  Inventory adjustments:  Found: 73, $7.8M  Misidentified: 45, $1.1M  Repackaged: 11,647, $89.4M  Lost: 47, $1.2M

9  COSIS Sustainment Strategy involves:  Continuous OJT provided by dedicated TARP Rep support  Ship / TARP Rep afloat sampling items from AIMD  Ship / TARP Rep sample incoming receipts and crossdecks  Ship / TARP Rep walk-through of storerooms, during LAP’s, periodic inspections, and inventories. Reviewing for COSIS improvements to previously completed units.  De-bulking process reviewed – goal to maximize asset protection while minimizing space requirements  Review/update P-485; source for TYCOM instructions/inspections  With fleet concurrence involve TYCOM support to potentially add:  COSIS criteria to assist visits  COSIS criteria to LANT/PAC 4440/5040 Instructions  Schedule for remaining NWCF ships
