C. Steps taken by the State Level Nodal Officer of Excise Department, Odisha for smooth conduct of General Election – The liquor vendors were not allowed during the election process to lift the arrear MGQ (Minimum Guaranteed Quantity)of liquor so that hoarding and bulk sale of liquor could be avoided resulting in much less sale (minus sale) of Country Spirit and Beer during March, 2014 & in April 2014 in comparison to corresponding period of
2. CC TV was installed in all the Warehouses, Bottling Plants, Distilleries & Breweries of the State of Odisha. a)8 no. of liquor Warehouses. b)13 nos. of Bottling Plants. c)2 nos. of Distilleries. d)5 nos. of Breweries. 6
3. Besides above, CC TV was also installed in 863 nos. of major liquor shops. On account of installation of CCTV production, distribution and sale of liquor could be regulated in a transparent manner leading to stoppage of illegal sale of liquor. Crime during election in Odisha could also be controlled on account of installation of CC TV in major liquor retail outlets. 7
4. Excise officials were deployed in all the border check posts of Odisha so that inflow and outflow of ID liquor could be avoided. 5. A Toll Free Help Line having Telephone No was in operation in the office of the Excise Commissioner, Odisha at Cuttack to receive intelligence on sale of illicit liquor and bulk sale of liquor. 8
6. As per the Election Commission of India guidelines NOC for movement of RS/ENA was restricted during the process of election. 9

The electronic media and print media covered all the news relating to excise enforcement measures during the election process at our insistence as per the guidelines of Election Commission of India. The publicity of such news was instrumental in restricting the clandestine business of the bootleggers.
9. Dry day was declared 48 hours before the end of the poll. 10. A control Room was in operation in the Excise Commissionerate at Cuttack during the process of election. 12
13 D. The relevant information regarding production, sale and excise enforcement activities were collected everyday from the Collectors of the districts. The said information was compiled at the Commissionerate level and sent to Election Commission of India daily. E. All the guidelines of Election Commission of India were strictly enforced.
