3 Accredited Standards Committee C63 ® - EMC Status of Standards Standards Being Revised – C63.2 C63.2 – Draft American National Standard for Specifications of Electromagnetic Noise and Field Strength Instrumentation for the frequency range 9 kHz to 40 GHz Invite to Join the Ballot opened 2/27/15 and closed on 3/20/15; there are 19 balloters in the pool. Ballot opened on 3/31/15 and closed on 4/21/15. Ballot Results: 3 negative votes, 4 no responses, 0 abstentions, 6 approve and 6 approve with comments. The ballot passed as there was 63% Approval (Majority Test - entire ballot body) and 80% Approval (Two- thirds Test: returned votes, excluding abstentions ​ ). WG currently reviewing the comments.

4 Accredited Standards Committee C63 ® - EMC Status of Standards Standards To Be Revised C63.5, Draft American National Standard for Electromagnetic Compatibility—Radiated Emission Measurements in Electromagnetic Interference (EMI) Control—Calibration and Qualification of Antennas (9 kHz to 40 GHz) Ballot opened on 10/16/13 and closed on 11/8/ people in ballot group: 20 responses, 6 disapprovals, 13 approvals, 1 abstain, and 16 comments. Recirc opened 7/25/14 and closed 9/12/ approvals, 4 disapprovals, 3 abstain and 14 comments. Comments are currently being reviewed. Plan to recirc by November 2015

5 Accredited Standards Committee C63 ® - EMC Status of Standards Standards Being Revised – C63.12 C63.12, Draft American National Standard Recommended Practice for Electromagnetic Compatibility Limits and Test Levels Invite to Join Ballot opened on 10/2/14 and closed on 10/24/14; there are 16 people in the pool. Ballot opened on 10/27/14 and closed on 11/28/14. Ballot Results: 1 negative vote, 2 no responses, 3 abstentions, 4 approve and 6 approve with comments. The ballot passed as there was 59% Approval (Majority Test - entire ballot body) and 91% Approval (Two-thirds Test: returned votes, excluding abstentions ​ ). Recirc Ballot opened on 4/10/15 and closed on 5/1/15.

There were 0 negative votes, 1 no response, 4 abstentions, 6 approve and 5 approve with comments. The ballot passed as there was 68.75% Approval (Majority Test - entire ballot body) and 100% Approval (Two- thirds Test: returned votes, excluding abstentions ​ ). WG reviewed the comments this week.

8 Accredited Standards Committee C63 ® - EMC Status of Standards New Standards Being Developed – C63.26 C63.26, Draft American National Standard for Compliance Testing of Licensed Transmitters Used in Licensed Radio Services Invite to Join the Ballot opened on 12/1/14 and closed on 12/23/15; there are 24 balloters in the pool Ballot opened on 2/13/15 and closed on 3/13/15 Ballot Results: 3 no responses, 4 abstentions, 3 disapprovals (with comments), 14 approvals (6 with comments). The ballot passed as there was 58% Approval (Majority Test - entire ballot body or 14/24) and 82% Approval (Two-thirds Test: returned votes, excluding abstentions or 14/17). 245 comments were reviewed during the WG meeting this week.

13 Accredited Standards Committee C63 ® - EMC Status of Standards Issues Raised Since Last Meeting - ANSI Standards Developer Audit ANSI conducted an audit the week of 10/20/14 which focused on: Ensuring that the C63 procedures were followed with respect to –C –C (R2012) Ensuring that the C63 procedures conformed to ANSI Essential Requirements Audit results included: –Need to use undated reference to Essential Requirements in procedure –Need to report ballot results by interest categories per procedures –Need to update roster per procedures –A BSR 8 form did not indicate reaffirmation

14 Accredited Standards Committee C63 ® - EMC Status of Standards Issues Raised Since Last Meeting – Invite to Ballot Process for beginning the Invite to Join the Ballot Pool is not clear When draft is approved by the SC to move forward: –Should draft be sent to Main Committee with a vote headed by Jerry Ramie to request Secretariat to form a ballot pool? OR –Should Secretariat send out the Invite to Join the Ballot Pool? Operating Procedures state: – Draft standards and any substantive change (see Annex A of the ANSI Essential Requirements) in the content of a standard proposed by a Subcommittee shall be referred to the consensus body for approval.

15 Accredited Standards Committee C63 ® - EMC Action Items SC AI-14: Pat and Don to research and recommend to the steering committee a procedure on Confidentiality Notices Status: Many companies have a policy of putting Internet Confidentiality Disclaimers at the end of their s. This is not allowed under IEEE rules of openness although IEEE does not currently have a policy for confidentiality disclaimers. Here is an example from another WG: The chair will remove your participation in a reflector if your s contain the statement. If you are affected by corporate disclaimers, you can set up an external account under your control. the chair to do a global change of address. This WG operates in an open manner. To that end, no material submitted to the WG, or any of its sub-groups, will be accepted or considered if that material contains any statement that places any burden on the recipient(s) with respect to confidentiality or copyright. This policy specifically includes .

16 Accredited Standards Committee C63 ® - EMC Action Items SC AI-14: Status (continued): Any material that has such a "Confidentiality Disclaimer" on it is not acceptable. The purpose of such a disclaimer is to transfer some level of responsibility to the recipient for deciding whether or not it is appropriate to disclose, use, disseminate, copy, post or otherwise distribute, the material. This WG accepts no such responsibility. The most effective way for the WG to decline any such responsibility is to not accept material with such a disclaimer. Correspondence with the WG will not be confidential. It is very likely that any such correspondence (in addition to being discussed in open meetings) will be posted in the open portion of our web-site and thus will be disclosed, disseminated and distributed. Anyone who wishes to correspond with the WG must understand and accept this as a condition of sending us any documentation. Inclusion of any restrictive notice is contrary to, and negates, any indication of acceptance of the WG policy of openness.

17 Accredited Standards Committee C63 ® - EMC Action Items AI-91: Pat to seek clarification from ANSI on members dying or becoming sick during a ballot Status: In February 2007, ANSI issued ExSC 7007 which states: 5.1. Recirculation and Voting Reports The ExSC discussed ANSI’s recirculation requirements and the associated reporting of votes. Specifically, should (and if so, how) the names and votes of members of a consensus body, who subsequently leave the consensus body during the course of the standard development process and before the final vote, be reported to the ANSI BSR? Further, should such an individual’s negative comments be recirculated and should s/he subsequently be issued written notification of appeal? If the BSR-9 submittal is to reflect the vote of the consensus body, and some original members, for example, are no longer voting members, should any vote be reported to the BSR for that person?

18 Accredited Standards Committee C63 ® - EMC Action Items AI-91: Status (continued): The ExSC discussed the following considerations and varying opinions: Records related to membership must be retained as part of a developer’s records. ASDs must preserve negatives as the process progresses and these should be recirculated to the consensus body. If someone resigns during the ballot period and s/he did not vote, this individual should not be required to be included in the final membership list forwarded to ANSI. If such an individual submitted a negative vote, it should be recorded as such and recirculated to the consensus body, but the ASD is not required to notify the objector of the right to appeal. Negative voters who resign should not be given the right to appeal. If an individual is a member of a consensus body when a ballot is issued, then s/he should receive the ballot. If s/he has resigned, then s/he should not be issued a ballot. Some noted that some developers do not allow new members to participate in recirculation ballots. With regard to the right to appeal, ASD should try to the best of their ability to notify the negative voter of the right to appeal, in those instances where this member has dropped off the consensus body during a ballot.

19 Accredited Standards Committee C63 ® - EMC Action Items AI-91: Status (continued): Some developers’ procedures do not require notification of the right to appeal if someone has dropped off of the consensus body: they would not notify them of the right to appeal because once someone resigns, they are out of the system. There is no way of knowing how to contact the individual; and for some developers, membership is by individual, not the company/organization. The thinking here is that once someone resigns, s/he waives the right to appeal. Upon conclusion of their discussions, the ExSC reaffirmed that developers have some flexibility in this area in accordance with their procedures and that based on the developer’s procedures, they do not have to account for everyone who has ever been on a consensus body during a specific cycle, just who is on the final ballot and recirculation.

20 Accredited Standards Committee C63 ® - EMC Action Items AI-92: Pat to ask third-party resellers for sales figures on our Standards Status: IEEE-SA does not have information on the sale of standards by 3 rd party resellers. This is due to the fact that resellers purchase hard copies of standards from Xplore and resell them IEEE-SA does keep information on standards purchased by distributors such as AFNOR, ANSI, Beuth Verlag, IHS, ILI-SAI, KSA, JSA, Book Supply, and ABNT. The information is kept by distributor by month. A quick scan revealed very few purchases of C63 documents. If the Committee wants, a tally by distributor by month for the last year can be performed.
