NICE draft guidance on Excess Winter Deaths Recommendations –Strategic planning –Identifying people whose health is at risk from cold homes –Assessing how heating and insulation needs to be improved to raise properties to an acceptable SAP – minimum band D, ideally band B –Provide a local health and housing referral service –Take into account the needs of groups who are vulnerable to the cold –Others visiting vulnerable people should assess their heating needs –Train professionals and voluntary workers to help people whose homes may be too cold for their health and wellbeing –Ensure vulnerable hospital patients are not discharged to a cold home –Use existing powers to identify housing (particularly in the private rented sector) that may expose vulnerable residents to the cold –Anticipated publication date - March 2015
