Philosophy for User Fees Tax Revenues - Provide for the basic maintenance of the parks system including staff costs, equipment, facility maintenance, and development of new parks. User Fees - Cost Recovery fee developed to address the cost of putting staff or public facilities at the exclusive service of an individual or a specific group. PARK USER FEES
