International Conference on SEAFARERS’ EDUCATION, TRAINING & CREWING 24 th of April 2013 Odessa

CPMR, SET UP IN 1973 ON THE BASIS OF A THREE FOLD OBSERVATION  Need for greater involvement of the Regions in European integration  Disparities in competitiveness between the central part of Europe and its peripheries  Insufficient enhancement of Europe’s maritime interfaces

MEMBERS  150 Regions  28 EU member and non- member States  200 million inhabitants  6 Geographical Commissions

A COMMON ORGANISATION AND 6 GEOGRAPHICAL COMMISSIONS Conférence des Régions Périphériques Maritimes Atlantic Arc Commission Balkan and Black Sea Regional Commission Islands Commission Intermediterranean Commission North Sea Commission Baltic Sea Commission Conference of Peripheral Maritime Regions of Europe

 European Commission  European Parliament  European Council  Committee of the Regions  Global bodies ( IMO, IOPC Funds) LOBBYING IN THE RIGHT PLACE, AT THE RIGHT TIME

Key issues currently at stake EU Budget negotiations and Cohesion Policy Infrastructure investment for all regions ? Macro regions in or out? Future of cross-border cooperation within future neighborhood and pre-accession policies New cycle of strategies and programs : an occasion not to miss!

Maritime Policies What are we doing ? Acting for better maritime safety Training : Vasco da Gama initiative Promoting views of maritime Regions on ICZM-MSP Promoting maritime industries Promoting marine research in Horizon 2020

Transport Policies What are we doing ? Lack of maritime ambition in the EC proposals to meet EU commitments on carbon emissions. CPMR offers to assist the European Commission in developing a new EU instrument to support Short Sea

TEN-T/CEF and neighbourhood  The CPMR notes the limits regarding the intervention of the CEF outside the EU. Consistent with its high expectations vis-à-vis the EU’s policy towards its neighbours, it should mobilize for a better consideration of neighbouring, pre-accession and candidate countries in EU transport infrastructure policy.

TEN-T Maps  Map of the Core network, proposed by the Commission on 19 October  CPMR proposes the following additions to the Core Network:  Rail and Road sections  Ports  RRT Rail and Road Terminals

A key event : Sulphur and Maritime Transport 22 nd of March 2013

Neighbourhoods, Macroregional strategies SINOP DECLARATION  22 June 2012 in Sinop, Turkey : “More 4 More”- More support for the Black Sea Strategy, More activities in the Adriatic, More coherence between macro-regions and neighbourhood programmes, More Regional involvement at EU level !

BBSRC CONTEXT : Black Sea Synergy BLACK SEA SYNERGY

CPMR Balkan and Black Sea Regional Commission Membership

A Key priority for BBSRC : participate to the ENI Black Sea Basin Program  Partnership with the Joint Management Authority  Lobbying the AFET Committee in European Parliament  Proximity with DG Devco  Launching a BBSRC technical committee

VASCO DA GAMA for boosting the maritime economy (“blue growth”)  Boosting blue growth cannot be done without investing in jobs  In 2010 in Aberdeen, the CPMR launched Vasco da Gama, an umbrella initiative contributing to this objective  European regions usually have significant powers in the fields of education and training.

Design and implementation of Vasco da Gama  1 - Establishing a geographically balanced core network of partners  2 – Preparing responses to EU calls for projects (now)  3 – Next steps : Vasco da Gama as a label - regional implementation in Sea Basins

2 – Preparing responses to EU calls for projects (now)  Leonardo multilateral network : proposal prepared in January 2013, currently under evaluation. “Vasco da Gama -Training and Employment in Ports”, gathering 13 partners from 6 Regions from 5 different EU Member States and from various European sea basins (Atlantic, Channel, Baltic, Mediterranean).  DG Move call for proposals with a view to introducing mobility in the field of maritime transport : CPMR response currently being finalized, named “Vasco da Gama: Training for greener and safer maritime transport”
