In its priority areas RCC will:  Help providing a coordinated response to the global crisis.  Act in a pro-active way based on a strategic approach and in accordance with national priorities, in particular regarding the EU accession.  Develop regional programs to be supported by relevant international organizations and other donors.  Help its SEE members and regional initiatives and task forces to acquire lacking knowledge and expertise in management of the project cycles.

Climate Change vulnerability of the region. Deteriorating financing opportunities for the development of infrastructure. Tariffs for infrastructure products and services that do not reflect costs and are conflicting to affordability.

Insufficient mechanisms in attracting private sector participation in financing infrastructure development. Delay in implementation of EU infrastructure requirements and ensuring the enforcement of relevant treaties. Shortage of comprehensive public support to infrastructure reform and development.
