The “Big Four” at Versailles (January-June 1919): David Lloyd George, Orlando, Clemenceau, and Woodrow Wilson. Wilson called for a new “democratic diplomacy,” based on “open covenants, openly arrived at.” The Congress of Vienna: Wellington, Hardenberg, Metternich, Castlereagh, and Talleyrand
