Issues to be addressed 1.Critical need STRENGTHEN NM(H)Ss 2.Critical steps Focal points for GFCS should be w/in NMS, WMO to engage Missions/Foreign offices Strenghthen level 1 countries to provide basic CS Empower RCCs to play an active role Define regionally different MoUs as determined by the engaged NMSs Use RCOFs and SCOFs in the interaction and the identification of users needs Enable RCCs to fill in the gap in the provision of CSs at the national level as long as countries cannot provide these themselves

Issues to be addressed 3.Mechanisms of interaction Identify users needs through NCOFs, RCOFs and SCOFs at national & regional level Make use of existing interactive counsils on the national (i.e. Conseil de leau et Clima in Marroco or similar) or regional level (Forums on food security, Locust early warning system, etc.) Identify critical observation gaps and try to fill them in a joint effort with other agencies GFCS should become the channel through which climate relevant projects are to be monitored Clarify roles that are to be played by NM(H)Ss, RCCs and GPCs in order to avoid confusion WMO should enable the GPCs to support RCCs
