June EFC DIRECTIVE THE OBJECTIVE : –Regulatory frame for the deployment of a unique European EFC service (EETS) in three stages: –Should be put in national legislation for 20 October 2005 First stage : definition of the service for 1 July 2006 Second stage : HGV and Long Distance Coaches, 3 years after - planned for mid 2009 Third stage : all vehicles, 2 years after trucks - planned for mid 2011 –same quality of service in any country, non depending on the country where the contract is signed, the nationality of the vehicle or the driver

June EFC DIRECTIVE The EFC Expert Group prepares the documents and resolutions proposed for vote in the Regulatory Committee 3 resolutions planed for voting in the Regulatory Committee, based on working group 1-12 and CESARE III (and IV) COMM admits one year delay in the definition of the service Number one in September 2006 is already postponed Revised time schedule for implementation from 2009 to 2010?? Demand for cost/benefit documentation for EETS.

June CESARE III Project between ASECAP (PT – AT - DK - ES – FR – IT – NO – SLO - EL – HR – HU) and the Stockholm group (UK – NL – DE – SV – FI – CH – SLO) Follow-up of CESARE I and II The national interoperability in Norway is based on results from CESARE I and II CESARE III aims to adapt CESARE II to the needs of the Stockholm group organizations

June CESARE III Structure of the project : –WP 1and 2 : revise business model and provide service definition –WP 3 and 4 : organisational arrangements and documents for contractual interoperability between operators of all kinds –WP 5 : procedural interoperability –WP 6 : liaison with external bodies like the Comité Télépéage –Duration 18 months starting April 2005,end October 2006

June CESARE III The work is progressing according to the project plan and time schedule There is still many issues that needs to be detailed and defined The Commission has asked ASECAP and Stockholm group to apply and plan CESARE IV Results will be direct input to the resolutions for EETS

June NORITS - NORdic Interoperability for Tolling Systems NORITS aims to implement interoperability between EFC systems in the Nordic region with the goal: One OBU – one Contract – one invoice The main objective: Implement full scale interoperability between existing and future payment systems for tolling (EFC) in the Nordic Region. First: Interoperability between Great belt, Oeresund, Svinesund and Norwegian AutoPASS installations and if possible, also hopefully soon the Stockholm Ring.

CEDR meeting EFC team Stockholm 20. June Contract Structure 1.The NORITS Joint Venture Agreement. The operators taking part in NORITS signs an agreement which states the conditions of the co- operation. 2.The NORITS Issuer Agreement. All companies issuing payment means accepted by NORITS operators, must sign the issuer agreement with the NORITS operators. 3.A common set of customer conditions. New paragraphs must be added in the issuer’s contract with the individual customer describing the conditions under which the customer can use his OBU as payment means in NORITS facilities. 4.Annexes to the contract documents will be based upon the project deliverables. All contracts ready for signing.

June Implementation Original time plan is delayed Pilot period with real users from 15 October 06 Full scale operation will start in February 2007 NORITS will be marketed properly before the complete service will be offered Existing customers will automatically be included in NORITS but will have full reservation rights Ferry and parking will be included in the service during 2007

June A full scale implementation project for cross-border interoperability NORITS supports evolution of EETS interoperability: National Regional European Based on CESARE II and input to CESARE III by direct participation Results valuable to Comité Télépéage as input to the EETS NORITS partners carry their own costs Interoperability is not (primarely) a technical matter
