MODULE “PROJECT MANAGEMENT AND CONTROL” QUALITY ASSURANCE SAFE DECOMMISSIONING OF NUCLEAR POWER PLANTS Project BG/04/B/F/PP , Programme “Leonardo da Vinci”

2 CONTENTS 1.Process of selecting decommissioning records 2.The records management system 3.Quality assurance programs

Project BG/04/B/F/PP , Programme “Leonardo da Vinci”3 TRAINING OBJECTIVES Upon completion of training trainees should be able to:  Describe the scope of the data that have to be recorded during decommissioning.  Describe the process of records selection.  Explain the purpose and scope of records management system.  Explain the purpose and scope of QA programs.

Project BG/04/B/F/PP , Programme “Leonardo da Vinci”4 SCOPE OF DOCUMENTATION AND INFORMATION  Documents and data for field changes;  Design documentation with changes;  Results from surveys;  Reports on nuclear material status;  Information for radioactive and other noxious waste and substances;  List of systems and equipment that are source of ionizing radiation;  Documentation and data for status and maintenance or for decommissioning activities and dismantling of systems and equipment that are safety related.

Project BG/04/B/F/PP , Programme “Leonardo da Vinci”5 TYPES OF INFORMATION  According to information source: design, construction and modification data; operating, shutdown and post-shutdown data.  According to groups at registering and archiving: operation data; decommissioning data; data from completion of decommissioning.

Project BG/04/B/F/PP , Programme “Leonardo da Vinci”6 CHARACTERISTICS OF DOCUMENTS DESIGNATED FOR ARCHIVING  Requirements for registration;  Type of documents;  Term of storage;  Document developer;  Individual responsible for storage of the document;  Information bearer/medium;  Storage place.

Project BG/04/B/F/PP , Programme “Leonardo da Vinci”7 PROCESS OF SELECTING DECOMMISSIONING RECORDS  Establishing the RMS  Selection of decommissioning records  Auditing of the RMS  Documentation prepared for decommissioning

Project BG/04/B/F/PP , Programme “Leonardo da Vinci”8 THE RECORDS MANAGEMENT SYSTEM  Requirements and responsibilities  Identification of records, including validating data sources  Transmittal, receipt and acceptability of the records  Record indexing and information retrieval  Record retention classification

Project BG/04/B/F/PP , Programme “Leonardo da Vinci”9 THE RECORDS MANAGEMENT SYSTEM - CONTINUED  Record medium and location: paper; microfilms; electronic record medium of information; read - only electronic record media.  Protection of records from adverse environments  Access control  Control of modifications, revisions and the archiving of records  Periodic reproduction or transfer between media  National and international archive requirements

Project BG/04/B/F/PP , Programme “Leonardo da Vinci”10 PROJECT MANAGEMENT SYSTEM

Project BG/04/B/F/PP , Programme “Leonardo da Vinci”11 REQUIREMENTS FOR RECORD MEDIA  It should be capable of capturing and storing the required information;  It should have physical and chemical stability;  It should be capable of being easily copied or transferred to another medium, without loss of information;  It should be retrievable over extended periods of time;  It should be readable and clear;  It should be resistant to alteration by unauthorized individuals.

Project BG/04/B/F/PP , Programme “Leonardo da Vinci”12 RECORD MEDIUM

Project BG/04/B/F/PP , Programme “Leonardo da Vinci”13 REQUIREMENTS FOR QUALITY ASSURANCE SYSTEM  Quality assurance system needs to ensure: planning, preparation and coordination of decommissioning activities; development of plans; stipulation of term and conditions for beginning of decommissioning works; establishment of equipment identification and marking system; regulated and controlled conditions of spent fuel management; regulated and controlled conditions for radioactive waste management.

Project BG/04/B/F/PP , Programme “Leonardo da Vinci”14 REQUIREMENTS FOR QUALITY ASSURANCE SYSTEM - CONTINUED  In case decommissioning activities are performed by a permit holder, not by the operating organization: identification and recording of nonconformities and other issues; completeness of working documentation; turning-over of responsibility to permit holder; nuclear facility status identification at the moment of turning-over.

Project BG/04/B/F/PP , Programme “Leonardo da Vinci”15 REFERENCES  Decommissioning of Nuclear Power Plants and Research Reactors, Safety Guide, SS № WS-G-2.1 (1999)  The Decommissioning of WWER-Type Nuclear Power Plants, IAEA-TECDOC-1133 (2000)  Record keeping for the Decommissioning of Nuclear Facilities: Guidelines and Experience, TRS № 411(2002)  Regulation for the Safety of the Decommissioning of Nuclear Facilities, 2004
