PROGRESS IN THE ESTABLISHMENT OF CMAS Regional Steering Committee for the establishment of Olifans CMA 19 July 2013

POLICY AND LEGISLATIVE CONTEXT  As the public trustee of the nation's water resources the National Government, acting through the Minister, must ensure that water is protected, used, developed, conserved, managed and controlled in a sustainable and equitable manner, for the benefit of all persons and in accordance with its constitutional manner.  The Minister may establish suitable institutions to perform water resource management functions.

POLICY AND LEGISLATIVE CONTEXT  CMAs are established in terms of section 78(1) of the National Water Act, 1998 (Act No 36 of 1998).  Statutory bodies established in terms of Chapter 7 of the National Water Act and listed as schedule 3a entity under the PFMA-service delivery Public entity  Provisionally In the absence of established CMA’s, legislation allow DWA undertakes these functions.
