Personal Use among Commercial Operators in WA & CA, What is Personal Use? What data exist to evaluate it? Trends in Personal Use between Why is Personal Use a good indicator for use in the CCIEA?

Personal Use among Commercial Operators in WA & CA, What is Personal Use? “Removal Type” recorded on PacFIN data

Personal Use among Commercial Operators in WA & CA, What PacFIN data fields are in the Personal Use dataset? YEAR AGID PORT PORT_NAME PARGRP – catch by commercial unspecified, and treaty Tribal groups MGRP SPID CNAME RMVL_TYP POUNDS DOLLARS PRODUCT_USE – intended use (Coast Guard) Registered?

Personal Use among Commercial Operators in WA & CA, Trends in Personal Use between Nearly 85% of the personal use is from WA tribal participants, yet total tribal commercial harvest comprises only 4.6% Over 30.4 million lbs. (81.3%) landed in Puget Sound Subsistence retention in WA > CA Species breadth in CA (229) > WA (93) million pounds kept for nonmarket food systems ( ) < 1% of the total catch (16.3 billion lbs)

Indicator Status over Time Note: axes are uneven in magnitude of catch by volume Figure. Green horizontal lines show the mean (dotted) and ± 1.0 s.d. (solid line). Shaded green area is the last 5 years of the time series, which is analyzed to produce the symbols to the right of the plot. The upper symbol indicates whether the modeled trend over the last 5-years increased (  ), or decreased (  ) by more than 1.0 s.d., or was within one 1.0 s.d. ( ) of the long-term trend. The lower symbol indicates whether the mean of the last 5 years was greater than (+), less than (-), or within (. ) one s.d. of the long-term mean.

Species Harvest Composition by use type and participant group Note: axes are uneven in magnitude of catch by volume

Annual Personal Use catch by species in tons

Personal Use among Commercial Operators in WA & CA, Why is Personal Use a good indicator for use in the CCIEA? Proxy for subsistence Food security (an indicator of health in the Human Wellbeing suite) Social dynamics (seafood gifts, sharing, ceremonial foods) within fishing communities

Personal Use among Commercial Operators in WA & CA, Why is Personal Use a good indicator for use in the CCIEA? MSA National Standard 8 – management shall “take into account the importance of fishery resources to fishing communities in order to: 1.Provide for the sustained participation of such communities 2.To the extent practicable, minimize adverse economic impacts on such communities.” National Standard 2 – use best available science, including information of a social and economic nature. National Standard 4 – allocation is fair and equitable.
