9 CHG 2008 (December 2004) Planning process derived from military HLG 2010 Different horizon to set civilian process apart No lessons from ESDP missions available – UNMIK & NATO experience as substitute Focus on Human Resources Learning along the way (civilian capability planning culture non-existent)

10 CHG 2008 Scenarios IA/B-Stabilization and Reconstruction II -Conflict Prevention III -Targeted Strengthening of Institutions IV -Civilian Support to Humanitarian Operations

11 CHG 2010 (Nov. 2007) Alignment with horizon of military HLG 2010 Civ-mil scenario “Landscaping” of national efforts; attention for supply side Non-human resources: – Equipment – Concepts Development of supporting software tools

12 Difficulties Encountered Wide spread-out of stakeholders in MS, EU and beyond Structures differ among MS Multiple decision-making layers for release MS personnel All contacts with MS via intermediary (MFA); difficulty to liaise directly with operational/ technical level in MS EU civ. capability development and operational conduct placed under different lines of command as from 2007 Increasing pressure from the field as body of mission experience grows Limits of exclusively scenario-based planning
