What is an ITS Architecture?

Driving Forces Legislative Provision in TEA-21 “The Secretary shall ensure that intelligent transportation system projects carried out using funds made available from the Highway Trust Fund,... conform to the national architecture, applicable standards or provisional standards, and protocols developed under subsection (a). ” -TEA-21 Title V, Sec. 5206(e)

Two NPRMs and Request for Comment Transportation Planning NPRM (§1410) –Metropolitan and statewide planning (FHWA and FTA), including ITS Architecture and standards Project Development NPRM (§940) –National ITS Architecture and Standards (FHWA) Request for Comment –Proposed Revisions to FTA Circulars (FTA)

Architecture and Standards Policy Status: Publication best guess: End of May Outreach sessions - San Francisco, Denver, Boston, Atlanta, Dallas, Chicago Washington, D.C. 90-day Comment Period

Architecture and Standards Policy Three Key Parts: Planning and ITS Regional Architecture Project Development

Architecture and Standards Policy Planning - Intended Outcomes ITS as part of transportation planning process Wide range of stakeholders engaged Future integration is planned Work toward regional & national interoperability

Architecture and Standards Policy Planning - Proposed Regulations ITS Integration Strategy developed as part of transportation plan Wide range of stakeholders engaged Agreement developed on regional operations & interoperability Identify major ITS initiatives

Architecture and Standards Policy Regional Architecture - Intended Outcomes Integration is guided by regional architecture Stakeholders agree on concept of operation National Architecture is used as a resource

Architecture and Standards Policy Regional Architecture - Proposed Regulations Regional architecture is developed using the National ITS Architecture Regional architecture includes a concept of operation and conceptual design Regional architecture may be developed initially or incrementally

Architecture and Standards Policy Project Development - Intended Outcomes System engineering principles are used ITS projects provide for applicable info flows ITS standards and interoperability tests are used

Architecture and Standards Policy Project Development - Proposed Regulations System engineering principles are used ITS projects are consistent with regional architecture ITS standards and interoperability tests are used

Architecture and Standards Policy What does this mean to Division Offices? Customers need technical assistance Stewardship role implications Increased expertise level Increased role of planning staff

Architecture and Standards Policy What does this mean to Division Offices? Are planners aware of ITS provisions? What is an ITS integration strategy? Who are the local stakeholders? What kind of “agreement” is required? What does a regional architecture look like? What is the system engineering process?
