Energy Smart Communities Initiative The Knowledge Sharing Platform Presented to the APEC Energy Working Group 23 June, 2015 Dr. Eugenie Birch, Co-Director, Penn IUR Alon Abramson, Project Manager, Penn IUR

Knowledge Sharing Platform Origin and Purpose of the Energy Smart Communities Initiative Knowledge Sharing Platform (ESCI-KSP). Overview of the ESCI-KSP functionality. The 2015 ESCI-KSP Best Practices Awards. Policy paper: Smart Job Policy Policy paper: Economy-Level Policy and Energy Smart Community Development. Presentation Overview 2

Knowledge Sharing Platform Energy Smart Communities Initiative – Knowledge Sharing Platform (ESCI-KSP) Background o Concept approved EWG-41, Vancouver (Spring, 2011) o Financial support from Chinese Taipei (late summer, 2011) o Executed by Taiwan Institute for Economic Research and Penn Institute for Urban Research (Fall and Winter, ) o Launched EWG 43, Kuala Lumpur (Winter, 2012) Purposes o Help APEC economies meet energy intensity reduction goals of 45% by 2030 from 2005 levels through exchange of best practices, research and development of new products, demonstration projects and metrics o foster the growth of communities of practice: networks of individuals with common interests and goals o Provide information to the public about smart transport, buildings, grids, jobs, and low carbon model towns Origin and Purpose of ESCI-KSP 3

Knowledge Sharing Platform 15 Smart Jobs Policy Brief “There is growing concern that the lack of availability of skilled labor may cause a bottleneck… if the [sector] continues to grow as rapidly as it has and a focused recruitment strategy is not in place.” – Commission for Environmental Cooperation Developing a Policy Brief to discuss: Balancing Growth and Workforce Development. Management for An Effective Workforce. Function of and Potential for Private, Public, and Nonprofit Collaboration. Significance of Universal Framework, Guidelines, and Intellectual Infrastructure. Enhancing Appeal of Green Education, Training, and Initiatives.

Knowledge Sharing Platform The Importance of Low Carbon Cities 16 “Huge opportunities exist for mitigating climate change through actions delivered at city and subnational level…the largest mitigation opportunities are likely to be in rapidly urbanizing areas where urban form and infrastructure are not yet locked in.” - International Panel on Climate Change

Knowledge Sharing Platform LCMT Policy Brief Summary of Findings: Nearly all economies have energy policies that meet some basic criteria for the development of energy smart communities High income economies have a bit of a policy lead Energy smart development is happening: in new and developing communities, at the small and large scale, and is being initiated by both local and central governments 17

Knowledge Sharing Platform Promoting Energy Smart Communities Energy Smart Communities rely on: Integrating policies between subnational governments and central governments Access to funding Knowledge and information availability for local conditions Capacity and skills to implement best practices 18

Knowledge Sharing Platform Where do we go from here? 20 How do we encourage alignment of energy efficiency and conservation policies across all levels of government? How do we ensure that adequate investment is being made to build up skilled workforces across APEC? Can we leverage the ESCI-KSP resource to promote more Energy Smart Community development?
