Prerequisites Mission Requirement Program Sponsorship DOD Facility Clearance DD-254 (Contract Security Classification Specifications) Individuals must be processed for NSA clearance

CLEARANCE PROCESSING Determination as to whether individual should get access to NSA classified info (Top Secret Sensitive Compartmented Information TS/SCI) ICD 704 Personnel Security Standards – require that nominees be U.S. citizens, who are stable, trustworthy, reliable, of unquestioned loyalty, etc.

Adjudicative Criteria Allegiance to the U.S. Foreign Preference/Foreign Influence Sexual Behavior Personal Conduct Use of IT Systems Financial Considerations Alcohol Consumption Drug Involvement Emotional, Mental and Personality Disorders Criminal Conduct Handling of Protected Info

Clearances Reciprocity – PGs, BIs Background Investigations Case Types - DT, ST, CCAs, Reinstatements PG and NSANET IRTPA and Clearance Processing

Adjudicative Process Following extensive fact gathering – investigation, checks, polygraph, etc.), examine a sufficient period of person’s life weighing variables: Nature, extent & seriousness of conduct Circumstances surrounding conduct Frequency & recency of conduct Age & maturity at time of conduct Likelihood of continuation or recurrence Potential for pressure, coercion, exploitation

Clearance Processing Each case judged on own merits – two adjudicators at a minimum Doubt resolved in favor of national security Ultimate decision is common sense determination based on careful evaluation If contractor is denied a clearance, must be advised exactly why (in writing) Two level appeal process
