2 Today’s Briefing… Purpose: A briefing to describe the realignment (Article 15) of telecommunications administrative/project management work from End User Equipment and Services (EUES) to Enterprise Networks (EN) Agenda:  Introductions  Review the Specifics:  Purpose of the Article 15  Article 15 Targeted BU Positions  Telecommunication Space and Housing Support position  The Specifics:  New Organization Charts  What Won’t Change?  What Will Change and When?  Questions?

3 Purpose for the Administrative and Project Management Support - Article 15 Solicitation: Effective June 21, 2009, all End User Equipment and Services (EUES) Telecommunication managers and employees were realigned to Enterprise Networks (EN). EUES identified administrative and project management positions (10 FTEs) required to support the Telecommunications airlifted staff to EN. This support is currently being handled by EUES administrative and project management support consisting of Project Managers, Management/Program Analysts and Budget Analysts. Article 15 process will be used to solicit interest from among the groups of individuals who are equally qualified and have the specialized skills for these positions. This negotiated process will determine who from EUES will be realigned to EN. (notices attached)

4 Targeted BU Positions: In accordance with Article 15 procedures, management will solicit volunteers from amongst three separate pools of equally qualified employees to include the following grade and series:  ( 6) GS Budget Analysts from a pool of approximately 14  (2) GS Management/Program Analysts from a pool of approximately 23  (1) GS IT Specialist (Project Management) from a pool of approximately 32

5 Realignment of Telecommunication Space & Housing Support Position: One (1) encumbered GS Management/Program Analyst position responsible for the Telecommunication Space & Housing, Universal Work Request (UWR) and other voice and data project work will be directly realigned to EN. This position will not be included in the solicitation for the Article 15 because this individual will be following their work.
