RTF Policy Advisory Committee Gillian Charles 1/24/13 Update on RTF Financials

Where We Stand  RTF PAC recommended $1.5M budget for each year 2012 through 2014  RTF PAC recommended funding shares follow the allocation method developed for NEEA funding, w/ an adjustment for NorthWestern Energy  All funders signed a letter of agreement for their share of the budget for 2012 through 2014

Council’s Carryover Strategy  In November 2011, the Council developed a new reconciliation and carryover strategy for RTF funding – Allow for funds from the previous year that were not obligated in contracts to be credited to funders towards the next year’s contribution – Allow for funds that were obligated but not spent to be reallocated towards the following year’s contributions

Reminder: 2011/ Budget: $1,373,600 Obligated in Contracts (by 12/31/11): $1,137, Spent by 12/31/11:$680, Obligated but not spent by 12/31/11:$457, Unobligated: $235, (Reallocated and applied as a credit toward funder’s 2012 allocations)

2012 Work Plan & Budget 2012 Budget: $1,473,000 Obligated in Contracts (by 12/31/12): $1,473, Spent by 12/31/12:$1,290, Obligated but not spent by 12/31/12:$182, Unobligated: $0 (no unobligated credit to 2013) The remaining $182, is obligated in contracts that have a period of performance through (no later than) March 2013

2013 Work Plan & Budget 2013 Budget: $1,473,000* * Budget is $1,500,000, but NorthWestern’s contribution is fixed at 50% of its share Organization NEEA Funding Shares (as of Jan 2010) Share of RTF Budget Contribution to RTF Budget (rounded) Bonneville Power Administration 35.5% $ 532,366 $ 532,000 Energy Trust of Oregon 20.5% $ 307,889 $ 308,000 Puget Sound Energy 13.7% $ 205,771 $ 206,000 Idaho Power Company 8.6% $ 129,258 $ 129,000 Avista Corporation, Inc. 5.5% $ 82,952 $ 83,000 PacifiCorp 4.5% $ 67,619 $ 68,000 Northwestern Energy 3.8% $ 57,193 $ 30,000 Seattle City Light 3.7% $ 55,813 $ 56,000 Clark Public Utilities 1.4% $ 20,395 $ 20,000 Tacoma Power 1.1% $ 16,866 $ 17,000 Snohomish PUD 0.8% $ 11,807 $ 12,000 Eugene Water and Electric Board 0.5% $ 7,778 $ 8,000 Cowlitz County PUD 0.3% $ 4,293 $ 4,000 Total Funds 100.0%$ 1,500,000$ 1,473,000

2013 Funding Proposal – Part A 2012 Credit: Entire budget is obligated in contracts, so there is no unobligated amount to be credited to Because RTF staff won’t know what will be leftover from the 2012 “obligated but not spent” budget until end of March*, credit (if any) will be applied to * Will provide final budget 2012 update to funders in April via memo

2013 Funding Proposal – Part B  2011 Credit: Apply remaining credit of the obligated 2011 funds that were not spent in 2012*. Obligated by 12/31/11: $457, Spent (in 2012):$378, Credit for 2013:$78, * All 2011 contracts ended by September 2012.

2013 Funding 2013 Budget $1,473, (less 2011 carryover)$78, Funds to be collected:$1,394, April 2013 – Staff will send memo detailing final 2012 financials. Any unspent funds will be applied as a credit towards 2014 allocations.

2013 Funding Allocations * No advance credit applied to BPA because BPA pays its allocation monthly as work is invoiced (i.e. real-time) Organization NEEA Funding Shares (as of Jan 2010)Agreement Credit Amount2013 Invoice Avista5.5% $ 83,000 $ 4,435 $ 78,565 Bonneville Power Administration35.5% $ 532,000 Clark PUD1.4% $ 20,000 $ 1,069 $ 18,931 Cowlitz PUD0.3% $ 4,000 $ 214 $ 3,786 Energy Trust of Oregon20.5% $ 308,000 $ 16,457 $ 291,543 Eugene Water and Electric Board0.5% $ 8,000 $ 427 $ 7,573 Idaho Power8.6% $ 129,000 $ 6,893 $ 122,107 NorthWestern3.8% $ 30,000 $ 1,603 $ 28,397 PacifiCorp4.5% $ 68,000 $ 3,633 $ 64,367 Puget Sound Energy13.7% $ 206,000 $ 11,007 $ 194,993 Seattle City Light3.7% $ 56,000 $ 2,992 $ 53,008 Snohomish PUD0.8% $ 12,000 $ 641 $ 11,359 Tacoma Power1.1% $ 17,000 $ 908 $ 16, % $ 1,473,000 $ 50,279 $ 1,422,721

How we Collect Funds  BPA funding is collected differently than other funders – Non-BPA funders submit payment to the RTF at the beginning of the calendar year for their allocation of the budget – BPA pays its allocation only as work is invoiced to the RTF. The Council sends BPA an invoice monthly for its share of the work invoiced.
