Specific Activities Covering a Wider Field of Research New and Emerging Science and Technology NEST NCP Meeting, 7 October 2003 Results / lessons from the first evaluation

Specific Activities Covering a Wider Field of Research New and Emerging Science and Technology NEST evaluation – key elements (1) “Bottom-up” calls (ADVENTURE projects, INSIGHT projects, Support Actions) covering all areas of S/T 2-Stage process for STREP 1 stage for SSA and CA

Specific Activities Covering a Wider Field of Research New and Emerging Science and Technology NEST evaluation – key elements (2) Remote specialist referees (110), followed by high level inter-disciplinary panel (34 members) to decide final marks High level of transparency to proposers (ESR contains all evaluator comments)

Specific Activities Covering a Wider Field of Research New and Emerging Science and Technology Call: FP NEST-A Following closure date May 14, proposals were received 14 were not evaluated (late or non- eligible) 2 closure dates: May 14 / Oct 22

Specific Activities Covering a Wider Field of Research New and Emerging Science and Technology STREPs CAs - nil SSAs - 7 proposals, 3 retained Proposal numbers 166 Outline proposals 25 (8) Retained for stage 2 For funding(?)

Specific Activities Covering a Wider Field of Research New and Emerging Science and Technology Thematic coverage of proposals

Specific Activities Covering a Wider Field of Research New and Emerging Science and Technology Country distribution of participants (all proposals)

Specific Activities Covering a Wider Field of Research New and Emerging Science and Technology Country distribution of Co-ordinators (all proposals)

Specific Activities Covering a Wider Field of Research New and Emerging Science and Technology Country distribution of participants (retained proposals)

Specific Activities Covering a Wider Field of Research New and Emerging Science and Technology NEST first call : provisional assessment Methodology: –approach now proven (improvements possible) Proposals: –numbers good (except CAs) –broad distribution (area, country of origin) –too many “out of scope” Success rate: –outline proposals ~ 15% –full proposals ~ 33% (?)

Specific Activities Covering a Wider Field of Research New and Emerging Science and Technology Proposal distribution A good distribution across EU countries, Associated Candidate countries and Associated countries A good thematic coverage of the proposals

Specific Activities Covering a Wider Field of Research New and Emerging Science and Technology Feedback from the evaluation The “5-page OUTLINE proposal” concept has been well-received The transparency of the feedback to proposers (ESRs) appears to have been well-received No need for major changes to the evaluation methodology; remote individual assessment plus a strategic panel

Specific Activities Covering a Wider Field of Research New and Emerging Science and Technology Messages for proposers (1) NEST proposals should “lie outside or cut across” the Thematic Priorities NEST is not a catch-all for anything that falls outside the thematic priorities.

Specific Activities Covering a Wider Field of Research New and Emerging Science and Technology Many proposers appears insufficiently aware of the basic principles behind NEST: –ADVENTURE: novelty, ambition, risk, impact –INSIGHT: risks indicated from new phenomena –Support actions must help in implementation of NEST INSIGHT and ADVENTURE are different things. A project must be designed for the one or the other Messages for proposers (2)

Specific Activities Covering a Wider Field of Research New and Emerging Science and Technology Please read the NEST reference documents from Please specify a single activity code (ADVENTURE, INSIGHT, Support, PATHFINDER) Messages for proposers (3)

Specific Activities Covering a Wider Field of Research New and Emerging Science and Technology 5-page OUTLINE proposals are not about describing an idea for an area of work. They should contain a concise description: –What exactly is the novelty of the proposal –What are you planning to do and how? –What may one expect as a result of the project? –What would be the impact on science and technology A degree of quantification might be useful Messages for proposers (4)

Specific Activities Covering a Wider Field of Research New and Emerging Science and Technology Innovations in social sciences and economics are valid for NEST as long as they conform to the requirements set in the reference documents Proposals on mathematics are also welcome providing that the new techniques are coupled with the development of knowledge in other scientific and technological spheres Messages for proposers (5)

Specific Activities Covering a Wider Field of Research New and Emerging Science and Technology Please use the electronic submission system, EPSS Outline Full 30% 80% Messages for proposers (6)
