Benjamin Johnson, a young man of twenty-six, said that he was seated between the stand and the wagon and that, as he turned from the wagon to face the stand, he saw Brigham stand up. `But as soon as he spoke I jumped upon my feet, for in every possible degree it was Joseph's voice, and his person, in look, attitude, dress and appearance; [it] was Joseph himself, personified; and I knew in a moment the spirit and mantle of Joseph was upon him.' Mosiah Hancock, who was only fourteen, wrote, `Although only a boy, I saw the mantle of the Prophet Joseph rest on Brigham Young; and he arose lion-like to the occasion, and led the people forth.' George Q. Cannon, a boy of fifteen, declared that `it was the voice of Joseph himself; and not only was it the voice of Joseph which was heard, but it seemed in the eyes of the people as though it was the very person of Joseph which stood before them. They both saw and heard with their natural eyes and ears, and then the words which were uttered came, accompanied by the convincing power of God, to their hearts, and they were filled with the Spirit and with great joy.' Wilford Woodruff later stated, `If I had not seen him with my own eyes, there is no one that could have convinced me that it was not Joseph Smith.'

Kimball and Brigham Young that said, “Inasmuch as we are in prison,... the management of the affairs of the Church devolves on you, that is the Twelve... Brigham Young was the senior Apostle, hence the presiding Church officer on the ground. Far West Saints met in a public meeting on January 26 to consider measures to expedite the move out of state, given the “seeming impossibility” of moving “in consequence of the extreme poverty of many.” A seven-man committee was appointed to find out how many needed help and how much help members could give to those in need.[ Brigham Young proposed that Saints covenant “to stand by and assist each other to the utmost of our abilities in removing from the state, and that we will never desert the poor who are worthy” until they are safely out of state. Nearly three hundred made that covenant and signed pledges.
