I st Workshop on issues and trends from the European IRRS missions, 22 – 23 January 2014, Brussels Authorization Improvements: Establish within the regulatory framework provisions for the release of nuclear facilities and related activities from regulatory control upon completion of decommissioning Establish a process, based on the analysis of the international practice, to consult, where appropriate, the interested parties, including the public, during the licensing process, so that they are able to present their views, and address their concerns accordingly Specify requirements for the closure of the RAW disposal facilities and the licensing aspects related to this step Analyze the authorization of the transport of radioactive material in accordance with a graded approach in order to exempt the very low level radioactive material Consider the necessity to appointing (the Government) a competent authority (e.g. BNRA) for approval of package design to address cases where such approvals cannot be included in a licence or a permit for transport

I st Workshop on issues and trends from the European IRRS missions, 22 – 23 January 2014, Brussels Authorization Improvements: Establish objective and clear criteria for the issuing and renewal of licences and permits for SIR regarding the validity period Define criteria for the justification of new practices and activities with already approved practices with SIR Analyze the requirements of the Code of conduct on safety and security of the radioactive sources and, in case of necessity, establish a process and define procedures for the import and export of radioactive sources in exceptional cases where the ordinal import or export procedure cannot be applied

I st Workshop on issues and trends from the European IRRS missions, 22 – 23 January 2014, Brussels Review and Assessment Improvements: Establish and improve the existing procedures governing the review and assessment activities for all types of facilities and activities under regulation and oversight of BNRA and MoH. Clearly allocate the functions and responsibilities to BNRA and MoH Ensure that review and assessment reports (e.g. expert opinions) and supporting records (the auditable trail) provide appropriate detail in regard to what review and assessment activities were undertaken and what standards or criteria were applied (i.e. the aspects/elements of the standards considered) so that the basis for all the decisions taken, and in particular possitive decisions, is clear Develop a suitable and systematic process of technical peer review for review and assessment documentation, especially for key assessments Consider undertaking independent and periodic reassessments, based on IAEA Transport Safety Standards for multilateral approval, of the design of transport packages in use in Bulgaria, and in particular the justification of sub-criticality.
