Four Major Components Executive and Long Range Plan Summaries Needs Analysis Site Analysis and Planning Plan Documentation

Needs Assessment Space Planning: Based on Long Range Plan assumptions, establish projected space needs at end of planning period. Should be based on some rational formula, or accepted guidelines.

Space Planning Metrics “Space Planning for Institutions of Higher Education” - Council of Education Facility Planners International ( Provides methodology for global space analysis. Consistent with Space Inventory submitted to UNC -GA

Existing Data Existing space data available from UNC_GA Higher Education Facilities Commission (HEFC)

Needs Assessment Facility Assessment - Evaluates the quantity, quality, and functionality of existing space. (academic and auxiliary) Quality and functionality just as important as quantity. May have enough space, but not effective due to poor HVAC, limited technology, changes in teaching methodology.

Needs Assessment Critical to also assess infrastructure. Utilities, parking, circulation, roads, etc. This area is missing from most of the existing master plans reviewed. This part will be a critical review point in this master plan submission.

Site Analysis & Planning Issues Analyze existing Campus Conditions into facts, assets, and problems. Facts – existing features, boundaries, pedestrian and vehicular circulation, expansion potential. Assets – positive contributors to the campus to be retained and reinforced. Green space, view corridors, courtyards, architectural standards, building siting, etc.

Analysis and Planning Issues Problems – negative conditions in conflict with institutional or planning goals. Circulation bottlenecks, lack of paths, parking, etc. Results of facility assessment, space planning needs, and campus analysis feed into the planning process.

Site Analysis and Planning Possible solutions gradually emerge from a broad based planning efforts and dialogues. “What if’s”, synthesis, testing of potentials, study of options. Final results based on extensive, engaged efforts of entire institution. Should set physical aspects of a vision for the future.

Plan Documentation Document the agreed upon vision with written words and illustrative drawings, site plans, diagrams. Outline the priorities and establish recommended sequence. Chart the necessary steps and phases. Begin to package steps into logical projects.

Plan Documentation Develop a Capital Needs List. At this point, not tied to specific funding strategies. Can and should list repair and maintenance issues, and renovation and rehabilitation opportunities.

Plan Documentation Provide a brief description of each capital project. Include descriptions of new space, renovation, type of space, etc. Provide information on how cost estimate developed. Templates and additional details on the project description will be forwarded 1 st Q, 2008.

Advanced Planning After Facility Master Plans are submitted (no later than May 30, 2008), each Capital Project list will be approved. Normal capital project process will resume for first project on Capital List. Submit 3-1 to State Board for approval.
