LEGAL FRAMEWORK IN NL  CONSTITUTION [art 1] ALL WHO ARE IN NL SHALL BE TREATED EQUALLY IN EQUAL SITUATIONS  LAW ON EQUAL TREATMENT  ART. 137 PENAL LAW CRITIQUE:  HARDLY ANYTHING IS RACIST  HARDLY ANY FOLLOW-UP

RESULT: NO REAL INSTITUTIONAL FRAME IN THE UK THE INSTITUTIONAL DISCOURSE POSTULATES: INSTITUTIONAL RACISM AND UNCONSCIOUS RACISM. THIS LEADS TO RACIAL SENSITIVITIES AND RACIAL IDENTITIES. IN PL AND NL RACIAL ISSUES ARE NOT EMBEDDED IN INSTITUTIONAL DISCOURSES. THUS NON-SENSITIVE EXTREMES ARE THE MOST VISIBLE. THERE IS CONFUSION OVER RACIAL IDENTITIES.
