HIGH-PERFORMANCE BUILDING CONGRESSIONAL CAUCUS COALITION -- Building Codes as a Mitigation Tool Guy Tomberlin, C.B.O, Code Specialist Land Development Services, Fairfax County, VA & Board Member, International Code Council

HIGH-PERFORMANCE BUILDING CONGRESSIONAL CAUCUS COALITION -- Building Codes 2012 Editions Currently Available The International Building Code (IBC) and the International Residential Code (IRC) are the most widely used and adopted building codes across the US.

HIGH-PERFORMANCE BUILDING CONGRESSIONAL CAUCUS COALITION -- Fire, Flooding, Seismic, Tornado & Terror events addressed by specific code sections Both the IRC and the IBC, have specific provisions to make buildings less vulnerable, and sustain less damage, in the event of a fire, flood, earthquake, or windstorm. The model codes are revised every three years, and reflect experience and research from events such as hurricanes including Andrew and Katrina, the WTC collapse, earthquakes including Loma Prieta and Northridge, etc.

HIGH-PERFORMANCE BUILDING CONGRESSIONAL CAUCUS COALITION -- Mitigation of Natural & Man-made Risks: FEMA and others have teamed with ICC to produce specialty books that explain how the codes address each type of risk, including fire, tornado, flooding, etc…

HIGH-PERFORMANCE BUILDING CONGRESSIONAL CAUCUS COALITION -- Code Officials play an intricate role assisting with damage assessment after an event  Fairfax County and other jurisdictions typically provide permits and inspections at no cost following an event in order to help streamline the process and assist citizens  Issuing permits allows the building official to  Insure that work is inspected to meet code as it proceeds  Make sure repairs meet code requirements, including flood plain provisions under NFIP, if building is in flood plain  Make sure that rebuilding process helps mitigates future damage  Information packages are made available to the homeowner/building owner, so they understand the code requirements and are equipped to hire qualified contractors.
