4. review sharing of national wealth: consider handicapping options or reward schemes for those who can generate more local income, in which case a transparent and honest-to-goodness municipal income accounting mechanism should be put in place [right now, domestic production is only estimated at the regional level, we do not have access to provincial and municipal domestic production figures]
