Honor – Duty – Respect FOR TRAINING USE ONLY Road Map for the 3 rd Class nTo be a successful 3 rd class cadet, you must: –Know and follow The Citadel’s “Rules of the Road” on substance abuse and sexual conduct –Set positive examples for the knobs, who frequently choose to follow the road YOU are on –Avoid roadblocks to future like substance abuse and sexual misconduct –Grasp opportunities 6

Honor – Duty – Respect FOR TRAINING USE ONLY 7 Road Block #1 – Substance Abuse

Honor – Duty – Respect FOR TRAINING USE ONLY What is the legal age to drink alcohol in SC? What is the definition of DUI in SC? What Blood Alcohol Content (BAC) does a person have to have to be considered legally intoxicated in SC? What might the results of a DUI be? Where can alcohol be consumed or possessed on Citadel property and by whom? What are possible results of disobeying The Citadel’s alcohol policy? 8 State Law Answers What are SC alcohol laws and The Citadel’s alcohol policy?

Honor – Duty – Respect FOR TRAINING USE ONLY State Law Answers nThe legal age for drinking alcohol is 21 years old nDUI is defined as operating a vehicle (boat, auto, bicycle, or motorcycle) while under the influence of alcohol nSC Law states that a person with a Blood Alcohol Content (BAC) level over.08% is considered legally intoxicated. Possible results for offenders? -- Fines, jail time, and loss of driver’s license -- Increase in insurance rates or eligibility for insurance dropped 9

Honor – Duty – Respect FOR TRAINING USE ONLY THE CITADEL ALCOHOL POLICY (1) No alcohol consumption or possession on Citadel property Barracks, campus, Hagood Stadium, College Park, Beach House--REGARDLESS OF AGE Cadets 21 or older may drink off campus within the confines of the law, and are expected to behave with honor Cadets may receive dismissal from the college for the following offenses: -alcohol use or possession on-campus, second offense -alcohol use off-campus that discredits The Citadel -DUI conviction 10

Honor – Duty – Respect FOR TRAINING USE ONLY THE CITADEL ALCOHOL POLICY (2) Cadets may receive demerits, tours, and a mandated alcohol abuse evaluation at the Counseling Center for the following offenses: -alcohol use or possession by a minor off-campus -open alcohol container off- or on-campus -alcohol related disturbance Cadets may receive demerits, tours, a mandated alcohol abuse evaluation at the Counseling Center, and a company transfer for: -alcohol use or possession by a minor on-campus -three or more Alcohol I offenses during cadet career -- MANDATORY CONDUCT REVIEW BOARD 11 MAKE THE RIGHT CALL… AND HELP A CLASSMATE MAKE THE RIGHT CALL, TOO

Honor – Duty – Respect FOR TRAINING USE ONLY Citadel Policy -- Other Drugs Zero tolerance –Illegal use, sale, possession or solicitation of drugs or drug paraphernalia Synthetics like K2, Spice Hallucinogenic substances, such as Salvia divinorum, –Policy applies to all cadets ANY TIME OR ANY PLACE –Policy also applies to prescription drugs for which there is no prescription. You cannot share your prescriptions with anyone. Any of those offenses may result in expulsion 12 MAKE THE RIGHT CALL… AND HELP A CLASSMATE MAKE THE RIGHT CALL, TOO

Honor – Duty – Respect FOR TRAINING USE ONLY Legal does not mean safe when it comes to drugs nSYNTHETIC THC: SPICE/K2/SPACE/etc. This is not a drug to be taken lightly, users “are risking inducing psychosis, a mood disorder –Could lead to serious and potentially long-term mental disorders. The patients experienced anxiety, depression, paranoia and hallucinations to include seeing “ghosts” and hearing imaginary voices –Unlike marijuana, synthetic chemicals in spice-type products are more potent to the brain and other organs. They bind themselves more permanently to those receptors, at 200 times the level of THC It’s not yet known how long these chemicals stay in the body or what changes …happen to those cells, so it is difficult to know how they may harm the brain and the rest of the body Chemicals in spice take longer to bind to those receptor cell nIt takes longer for a spice user to feel the high than a marijuana user. nThat causes more people to overdose on the substance nThey will end up using a lot more thinking they might need more to get high 13

Honor – Duty – Respect FOR TRAINING USE ONLY 14 Beyond the Policy Respect Your Life Respect Lives of Others People will Notice What you do

Honor – Duty – Respect FOR TRAINING USE ONLY Know Someone who Might Have a Drug or Alcohol Problem? nGet help! nTREATMENT– Alcohol Abuse –Treatment at the Counseling Center is confidential– ask for help for yourself or another cadet before there are life-altering consequences –Goals of treatment for may include learning risk management strategies and making more informed decisions, rather than abstinence –Focus may be on protecting people, both the cadet and others, from harm that results from alcohol misuse 15

Honor – Duty – Respect FOR TRAINING USE ONLY By the Way… Approximately 70% of sexual assaults among college students involve alcohol/drug use –Alcohol/drugs cloud judgment –Alcohol can lead to misinterpreting someone’s behavior –Alcohol and drug use is not a defense for inappropriate behavior 16

Honor – Duty – Respect FOR TRAINING USE ONLY 17 Road Block #2 – Sexual Misconduct

Honor – Duty – Respect FOR TRAINING USE ONLY What are SC Laws and The Citadel Sexual Harassment/Assault Policies? What is definition of sexual harassment? What is definition of sexual assault/rape? What is legal consent? What are possible results of sexual misconduct? 18

Honor – Duty – Respect FOR TRAINING USE ONLY The Law and Citadel Policy --Sexual Harassment-- nSexual harassment: –Includes unwelcome sexual advances, requests for sexual favors, and other verbal or physical conduct of a sexual nature –Is frequently a display of formal or informal power intended to demean, embarrass, intimidate, or coerce a person –Can occur between members of the same gender n In a nutshell, sexual harassment is: – UNWANTED verbal, physical, written, or visual sexual attention n Possible results for offenders? –Expulsion, dismissal, suspension –Tours, cons –Arrest and jail 19

Honor – Duty – Respect FOR TRAINING USE ONLY Beyond the Law and Policies – Respect Others – People will Notice What you do Sexual harassment has real consequences Victims of SH more likely to drop out of school, suffer from depression, have anxiety attacks, and even commit suicide 20

Honor – Duty – Respect FOR TRAINING USE ONLY The Law and Citadel Policy --Sexual Assault-- Rape is: Sexual penetration (anal, oral, or vaginal), however slight Which is forced, manipulated, or coerced upon a person who has not given affirmative consent and/or who is legally unable to consent Sexual assault is: Rape and all other forms of unlawful sexual behavior and contact which is not mutually agreed upon (or legally cannot be agreed upon) by all persons involved. Examples: nunwanted touching on skin or through clothing ntouching an intimate part of another person such as genitals, buttocks, or breasts 21

Honor – Duty – Respect FOR TRAINING USE ONLY Legal Affirmative Consent People can only consent to sex if they are: –Of age (16) –Conscious –Awake –Sober or straight enough to make reasonable decisions –Not mentally challenged –Free of mind-altering drugs –Not coerced physically or by someone in a position of power or authority If these criteria are met, sex may occur if both people: –Give consent during the ENTIRE encounter Unresponsiveness is NOT consent Pushing away is NOT consent If these criteria are not met, then sexual assault or rape might have occurred 22

Honor – Duty – Respect FOR TRAINING USE ONLY The reality of rape is not a joke 23

Honor – Duty – Respect FOR TRAINING USE ONLY What can you do to stay safe and help others? nFollow The Citadel, state, and federal rules and laws nDo not tolerate criminal behavior of others nDo not have sex with someone you do not know well nDo not have sex with someone who has been doing any drugs, including alcohol nAsk, ask, ask, ask, ask, ask, ask and listen, listen, listen, listen, listen, listen, listen nLook out for your fellow cadets – establish battle buddies nDon’t drink alcohol nWatch your drink (even water) when you are out nBe aware of your surroundings and take precautions nIf you or another cadet believe you have been sexually assaulted or sexually harassed: –Go to a safe place –Report the situation as soon as possible to whomever you feel comfortable talking to about the incident (in or outside the chain of command) –The situation then needs to be reported to Ms. Shealy (CARE), who can provide complete information regarding options for: medical treatment; counseling; other resources; academic accommodations; seeking informal reporting; filing formal disciplinary charges; filing a report to law enforcement and/or Public Safety 24 CARE:

Honor – Duty – Respect FOR TRAINING USE ONLY On Retaliation Retaliation against anyone who reports sexual assault and/or sexual harassment is against our policies and will not be tolerated 25

Honor – Duty – Respect FOR TRAINING USE ONLY Point to Ponder --Russ Keller-- A leader is visible all of the time, living in a glass house. Keep in mind the audience is a big one and ever present. –PRACTICAL ADVICE: Don’t look at the glass house as something negative; the glass house effect is actually a huge advantage that gives us the opportunity to reinforce the good stuff all the time 26 Never Underestimate Your Effect on People

Honor – Duty – Respect FOR TRAINING USE ONLY “Rules” of the Road 27 WINGMAN…CAVEMAN Honor Duty respect Be a leader…all the time

Honor – Duty – Respect FOR TRAINING USE ONLY QUESTIONS? 28 MAKE THE RIGHT CALL… AND HELP A CLASSMATE MAKE THE RIGHT CALL, TOO
