3 New Water Culture New content New methods Water uses coexists with environment conservation quantity with quality Resources for the ecosystem Combine technical and political perspectives achieving social agreement dialogue and participation from a active to a proactive participation PARTICIPATION PLANNING The principles of a “new water culture” are driving water management in Catalonia. This strategy is completely coherent with the Water Framework Directive’s objectives.

5 The first diagnosis of the system has been done during the IMPRESS analysis, which could be identify as the environmental diagnosis allowing the identification of the main pressures threatening the achievement of WFD’s: Environmental: IMPRESS Identification of 588 water bodies. 37 % of them being under a high - moderate risk of no-compliance of the WFD’s objective by the end of Water demand: Estimation on the increment of the water demand of around 160 hm 3 by the Economic Sustainability: Challenge on reaching the complete cost recovery of the services given by the use of water taking into account solidarity and equity principles (actually the cost recovery is around 37%) Social Sustainability: Moving from democratic representation to democratic participation…public should actively participate to the decision making process FROM ACTIVE to PROACTIVE participation Besides the Impress, other kind of diagnosis have been developed: Water Management in Catalonia WFD: Planning Process

12 WFD: PP process The main objective is to impulse the participation water management as an element of democracy in the decision making process OBJECTIVES June 2007: finalize the 2 pilot experiences used to developed and test the methodology of the PP process September December 2008 : development of the PP processes in the reaming parts of the region 2009: Impulse and contribute to the creation of the a permanent PP committee: the BASIN COUNCIL
