Brief information on disability & Victims in Afghanistan National Disability Survey of Afghanistan NDSA says 2.7% of overall population of Afghanistan live with disabilities or about 800,000, including around thousand are landmine survivors 59% men and 41% women with disabilities children of school age Physical Disability is the highest (36%)

Victim Assistance Afghanistan is state party to the Mine Ban Treaty (2003) Article 6.3 of the AP Mine Ban Convention obliges that each State Party “in a position to do so shall provide assistance for the care and rehabilitation, and social and economic reintegration of mine victims…” Disability under Social protection of ANDS

First Victim Assistance Workshop 1 st VA Workshop conducted by the Ministry of Foreign Affairs by Support of UNMACA in August 2006 and support of disability actors The workshop aimed to elaborate a plan of Action for the period of 2006 – 2009 called Kabul Report covered the six elements of VA The First Step towards meeting Afghanistan’s obligation under MBT to assist the victims

2 nd National Victim Assistance and Disability Workshop 2 nd National VA & Disability Workshop conducted under the MoLSAMD auspices in October 2007 by:  Financial support of UNMACA and WRA (CPI)  220 participants: 9 ministries, provincial officials, parliamentarians, embassies, donors, People with Disabilities Organizations National and International NGOs, UN Agencies  GICHD technical support The 2 nd Workshop revised the Kabul Report to Afghanistan National Disability Action Plan ANDAP for period of 2008 – 2011 ANDAP in absence of national legislation undertakes activities to address Afghanistan obligation to all persons with disabilities

ANDAP Basis Fulfilling the MTB obligation of article 6 ANDAP acts as disability strategy ANDAP is based on Afghanistan National Development Strategy ANDS to serve as: Poverty Reduction Strategy To implement MDGs

Component of ANDAP 1.Understanding the extent of the challenge (data collection); 2.Emergency and continuing medical care; 3.Physical rehabilitation; 4.Psychological support and social reintegration; 5.Economic reintegration; 6.Community based rehabilitation; (additional to VA) 7.Inclusive education; and, (Additional to VA) 8.Laws and public policies

Structure of ANDAP Part 8: Law and Public Policies GoalObjectives in august 2006 Revised Objectives in April 2008 Actions to Achieve revised objectives To establish, implement and enforce laws and public policies that guarantee the rights of landmine survivors and other persons with disabilities  Disability Focal Points established in at least 4 key ministries by early National Law n the Rights and Privileges of persons with Disabilities adopted and implementation started by end of CRPD signed, ratified and implementation started by end of DSU of MoLSAMD and Civil Society including AIHRC will: 2.Lobby the Disability commission of Lower House and representatives of upper house for early adoption of the new legislation
